No | Query/Proposal | Clarifications furnished by the Bank | i. | How to register on MSTC portal? | To register on MSTC portal, visit https://www.mstcecommerce.com/eprocn/ and select Register option under Vendor Login. Thereafter, you can register on MSTC portal by entering your personal information. For more details, kindly refer to the Vendor Registration Guide available on MSTC portal. In case of any technical difficulty, you may contact MSTC Helpdesk (Telephone No. 07969066600 or 022-22829565). | ii. | What are the technical specifications of the fire extinguishers to be purchased under the said tender? Whether any specific make of fire extinguishers will be purchased? | For technical specifications of fire extinguishers to be procured under the tender, please refer to Clause 3 (Page No. 52) of Section-I “Scope of Work and Schedule of Quantities” of the tender. As specified in the above-mentioned clause, the approved brands of the Fire extinguishers to be supplied are Ceasefire, Minimax, Kanex and Safex. You are advised to kindly submit your bids considering the same. | iii. | Whether this tender involves buyback of firefighters as well? | Yes. A total of 40 old fire extinguishers of different types will be bought back under this tender. For the list of fire extinguishers identified for buyback, please refer to Clause 5 (Page No. 54-55) of Section-I “Scope of Work and Schedule of Quantities” of the tender. | iv. | As per the eligibility criteria to participate in the said tender, it is necessary for the tenderer to have completes at least three works related to the supply and installation of fire extinguishers costing more than ₹5.50 lakh since December 01, 2019. Can this eligibility criteria be relaxed? | The above eligibility criteria are based on our Central Office guidelines, according to which, a contractor willing to participate in the tender must have completed a minimum of three works amounting to 40% of the total estimated cost of the tender or a minimum of two works amounting to 50% of the estimated cost or a minimum of one work amounting to 80% of the estimated cost during the last five years. Since these criteria are based on our central office guidelines, it is not possible to provide relaxation for the same. | v. | Whether MSME bidders or bidders registered with the NSIC are exempted from remitting EMD? | No. As per the Bank's policy, Micro and Small Enterprises (MSEs) holding Udyam Registration Number (Udyog Aadhaar Memorandum Number) are exempted from payment of EMD for all purchases (goods, services or work contracts) having estimated cost up to Rs 10 lakh. For this e-tender, the estimated cost is ₹13.75 Lakh, hence exemption from submission of EMD is not applicable for MSEs. | vi. | Is it necessary to provide a lower bid than the estimated cost under the said tender? | The estimated cost under the said tender is based on the market survey conducted by the Bank. The contractors participating in this tender are requested to properly evaluate the scope of work and schedule of quantities under this tender and quote their best rates. To properly understand the locations where fire extinguishers are to be supplied, installed and services are to be provided during the defect liability period of one year, interested tenderers are advised to visit the site at their own cost on or before the last date of submission of tender during office hours (preferably 10:00 hrs to 15:00 hrs) on working days of the Bank (Monday-Friday). You can register your request for the same by sending an email to the Bank's contact person specified in page number 17 of the tender document. | vii. | When will the retention money deposit shown in the tender be returned? | Retention Money Deposit and Performance Bank Guarantee (to be deposited only by the successful bidder) as shown in the tender will be released after completion of defect liability period (12 months from the date of virtual completion of the work of supply and installation of fire extinguishers) subject to satisfactory resolution of defects, if any, observed during the defect liability period. | 3. All the above points were noted and agreed by the firms. Firms were advised to adhere to the prequalification criteria and all terms & conditions mentioned in the tender documents. Please note: | A | This document (Minutes of the Pre-bid meeting cum Corrigendum) shall form a part of the tender.
