External repainting work at RBI Staff Quarters Aliganj, Lucknow

Extension of time

Reserve Bank of India, Lucknow invites sealed tenders in two parts from civil contractors/firms fulfilling the pre-qualification criteria for the work ‘External repainting work at RBI Staff Quarters Aliganj, Lucknow’

2. The tenderers should satisfy the following eligibility criteria:

  Eligibility criteria:
(a)

Experience

Only those contractors who have experience of minimum 5 years in the field of undertaking similar works i.e. External repainting work.

Only those contractors who have successfully executed and completed eligible works, during last 5 years (date of completion should be in or after September 2011), shall be considered eligible for tendering.

Composition of the firm

Particulars of the firm of contractors & their bankers must be given.

Copy of the Articles of association/Memorandum of Association/ partnership deed/ any other relevant document shall be submitted

(b)

Registrations

Copy of PAN, TIN /VAT, Service Tax registration, Employee State Insurance Act (if applicable), PF registration (if applicable), registration under labor laws (if applicable) must be submitted as documentary evidence

(c)

Only those contractors who have successfully executed and completed, during last 5 years, similar works individually costing as under shall be considered eligible for tendering:

(a) Three similar works each costing not less than 13.20 Lakh shall be considered as "eligible" works.

OR

(b) Two similar works each costing not less than 16.50 Lakh shall be considered as "eligible" works.

OR

(c) One similar work costing not less than 26.40 Lakh shall be considered as "eligible" work.

The client-wise names of similar work(s), year(s) of execution of work (s) awarded, and actual value of executed work(s), reasons for delay (if any), names and full contact details of the officers/ authorities/ departments under whom the work(s) was/were executed should be furnished as per Annex – IV of the tender

Client reports (as per the format given in Annex II) showing the details of work carried out must be enclosed in separate sealed envelope along with technical bid.

Note:

i) In respect of Government Departments/Public sector Undertakings the certificate should be signed by the concerned Executive Engineer or an officer in an equivalent or higher rank.

ii) In respect of Departments other than Government Departments/Public sector Undertakings apart from the certificates mentioned at i) above the TDS certificates matching with the payments related to the work executed shall also be enclosed.

(d)

Only those contractors who have a minimum yearly turnover of Rs. 33.00 Lakh during last 3 years (2013-14, 2014-15 and 2015-16) shall be considered eligible for tendering.

Copies of the Income Tax Clearance Certificates/Income Tax Assessment Orders along with the latest final accounts of the business of the contractor duly certified by a Chartered Accountant OR a certificate of turnover duly certified by Chartered Accountant should be enclosed in proof of their creditworthiness and turnover for last three years.

(e) Bankers’ certificate of value not less than Rs 33.00 lakh as per the proforma given in Annex III in a separate sealed envelope along with the technical bid.

(Note: The contractors / firms which are already empanelled under the trade ‘Repainting works’ in the category upto Rs 50 lakhs with any of the offices of Reserve Bank of India are required to only submit the letter of empanelment valid as on date of this notification)

3. The tender forms can be obtained from Estate Department, Reserve Bank of India, 8-9, VipinKhand, Gomti Nagar, Lucknow from October 03, 2016 to October 25, 2016 during office hours Monday to Friday on submission of the tender cost amounting to Rs 500/- in cash or by way of a Demand Draft drawn in favor of the Reserve Bank of India payable at Lucknow along with the pre-qualification/eligibility criteria documents as above. The tender can also be downloaded from our website www.rbi.org.in. However, for downloaded tenders the pre-qualification criteria /eligibility criteria documents & the cost of tender i.e. Rs 500/- should be submitted for Bank’s verification on or before November 09, 2016 in Estate Department, Reserve Bank of India, 8-9 Vipin Khand, Gomti Nagar, Lucknow.

These separate sealed covers shall be opened on the same day for scrutiny.

4. In the event of intending tenderers failure to satisfy the Bank, the Bank reserves the right to refuse issuance of tender forms/ documents to them.

5. Reserve Bank of India, Lucknow shall conduct pre-bid meeting at 11:00 hrs on November 04, 2016 at Conference Hall, Third Floor, Reserve Bank of India, 8-9, Vipin Khand, Gomti Nagar, Lucknow 226 010 to answer any queries / provide clarifications that the Bidders may have in connection with the work/tender and to give them relevant information regarding the same.

6. Tender in prescribed form shall be submitted in two parts (two separate & distinct envelopes). Part-I tender will contain the Banks standard technical and commercial conditions for the proposed work, tenders covering letter and the EMD of Rs.66000/- in the form of a demand draft favoring Reserve Bank of India payable at Lucknow and be sealed in one cover, super scribing Part-I Tender for External repainting work at RBI Staff Quarters Aliganj, Lucknow

7. Part-II tender will contain no conditions but Banks schedule of quantities and tenderers price bid only and be sealed in a separate cover, super scribing Part –II Tender for External repainting work at RBI Staff Quarters Aliganj, Lucknow

Both these sealed covers, will further be sealed in another envelope(s) and addressed by the name to Sri Ajay Kumar, Regional Director, Estate Department, Reserve Bank of India, Lucknow. The Bank will receive the sealed tenders, in the manner described above, up to 14.00 hours on November 10, 2016. Part-I of the tenders will be opened at 15:00 hours on November 10, 2016 in the presence of the authorized representative of the tenderers who choose to be present. Part-II of the tender will be opened on a subsequent date, which will be intimated to the tenderers in advance.

8. The Bank may obtain reports on the past performance of the tenderer from his clients and bankers. The Bank shall evaluate the said reports before opening of the Part-II of the tenders. If any tenderer is not found to possess the required eligibility for participating in the tendering process at any point of time and/or his performance reports received from his clients and/or his bankers report are found unsatisfactory, the Bank reserves the right to reject his offer even after opening of Part-I of the tender and EMD shall be returned back to him as it is. The Bank is not bound to assign any reason for doing so.

9. The Bank is not bound to accept the lowest tender and reserves the right to accept either in full or in part any tender. The Bank also reserves the right to reject all the tenders without assigning any reason therefore.
