Supply, Installation, Testing and Commissioning of 2X20 KVA Uninterrupted Power Supply System at RBI, Main Office Building, at C.B.D. Belapur, Navi Mumbai

Addendum/Corrigendum

Sealed Tenders are invited in two Parts for Supply, Installation, Testing and Commissioning of 2x20 KVA Uninterrupted Power Supply System at Reserve Bank of India , Main Office Building, Plot No.3, Sector 10, C.B.D. Belapur, Navi Mumbai – 400 614

The work is estimated to cost Rs. 10.00 lakh and is to be completed within 12 weeks. (Within three calendar months)

Sealed Tenders are invited from Original Equipment Manufacturers or their authorized dealers/integrators (Riello-PCI, Numeric (Novateur), MGE (APC Schneider), Emersion, Socomec & Eaton) for the work Supply, installation, testing and commissioning of 2X20 KVA UPS system in N+1 Parallel Redundant Mode at Bank’s Office Building at Belapur, Navi Mumbai.

2. The tenderers should satisfy the following eligibility criteria:

  Eligibility criteria:
i

Experience
Only those contractors who have experience of minimum 5 years in the field of undertaking similar works i.e. SITC of UPS system in N+1 Parallel Redundant Mode shall be considered eligible for tendering.

Only those contractors who have successfully executed and completed, during last 5 years (date of completion should be in or after March 2016), the work of SITC of at least one unit of the N+1 Parallel Redundant Mode 20 KVA UPS system with IGBT based rectifier and inverter shall be considered eligible for tendering.

Composition of the firm
Particulars of the firm of contractors & their bankers as per Section VII of the tender.

Copy of the Articles of association/Memorandum of Association/ partnership deed/ any other relevant document shall be submitted

ii Registrations Copy of PAN, TIN /VAT, Service Tax registration, Employee State Insurance Act (if applicable), PF registration (if applicable), registration under labour laws (if applicable) must be submitted as documentary evidence
iii

Only those contractors who have successfully executed and completed, during last 5 years, other similar works individually costing as under shall be considered eligible for tendering:

(a) Three similar works each costing not less than 4.0 Lakh shall be considered as "eligible" works.

OR

(b) Two similar works each costing not less than 05.0 Lakh shall be considered as "eligible" works.OR

(c) One similar work costing not less than 08 Lakh shall be considered as "eligible" work.

The client-wise names of similar work(s), year(s) of execution of work (s) awarded, and actual value of executed work(s), reasons for delay (if any), names and full contact details of the officers/ authorities/ departments under whom the work(s) was/were executed should be furnished as per Annex – V of the tender Client reports (as per the format given in Annex III) showing the details of work carried out must be enclosed in separate sealed envelope along with technical bid.

Note:

i) In respect of Government Departments/Public sector Undertakings the certificate should be signed by the concerned Executive Engineer or an officer in an equivalent or higher rank.

ii) In respect of Departments other than Government Departments/Public sector Undertakings apart from the certificates mentioned at i) above the TDS certificates matching with the payments related to the work executed shall also be enclosed.

iv Only those contractors who have a service set up in Mumbai/Navi Mumbai for rendering after sales service shall be considered eligible for tendering. Only those contractors who have a minimum yearly turnover of 20 Lakh during last 3 years (2012-13, 2013-14 and 2014-15) shall be considered eligible for tendering. Copies of the Income Tax Clearance Certificates/Income Tax Assessment Orders along with the latest final accounts of the business of the contractor duly certified by a Chartered Accountant should be enclosed in proof of their Creditworthiness and turnover for last three years.
v Bankers’ certificate of value not less than Rs 20 lakh as per the Proforma given in Annex IV in a separate sealed envelope along with the technical bid. If OEM (Original Equipment Manufacturer) is participating in the tender, they need not submit above documents except service setup details. OEM should take the responsibility of the after sales services. They can’t give the AMC to third party.

2. The Tender document can be collected from Reserve Bank of India, Estate Cell, Belapur, Navi Mumbai from October 17, 2016 to November 10, 2016 between 10.30AM to 05.00 PM on payment of Rs.500/- (Rs. Five hundred only). It can also be downloaded from Bank’s website www.rbi.org.in in ‘Tender’ section under ‘More Links’. Those who download the tender document from Bank’s website , will have to pay Rs.500/- (Rs. Five hundred only) by way of DD/PO drawn in favour of Reserve Bank of India issued by a scheduled bank towards the cost of the tender. Tender document will not be accepted if the DD/PO amount of Rs.500/- is not attached/found along with Part-1 of the Tender.

3. The tender should be submitted in two parts in duplicate in separate sealed envelopes, super scribed as “Tender for Supply, Installation, Testing and Commissioning of 2x20 KVA Uninterrupted Power Supply System at Reserve Bank of India, Main Office Building, at C.B.D. Belapur, Navi Mumbai – 400 614‘’ and addressed to “The Chief General Manager, Reserve Bank of India, Estate cell, Plot No. 3, Sector 10, H.H. Nirmaladevi Marg, CBD Belapur, Navi Mumbai, 400 614 and should reach to office on or before 15.00 hours on November 10, 2016

4. Before submission of tender, the tenderer may inspect the site in person on any working day from Monday to Friday between 10.30 A.M. and 5.30 P.M. to study and understand the scope of works specified.

5. The Bank may obtain reports on the past performance of the tenderer from his clients and bankers. The Bank shall evaluate the said reports before opening of the Part- II of the tenders. If any tenderer is not found to possess the required eligibility for participating in the tendering process at any point of time and/or his performance reports received from his clients and/or his bankers report are found unsatisfactory, the Bank reserves the right to reject his offer even after opening of Part-I of the tender and EMD shall be returned back to him as it is. The Bank is not bound to assign any reason for doing so.

6. The Bank is not bound to accept the lowest tender and reserves the right to accept either in full or in part any tender. The Bank also reserves the right to reject all the tenders without assigning any reason therefore.

7. The tender of Part I shall be opened in the presence of the tenderers or their representatives who choose to be present at 16.00 hours on November 10, 2016 and Price bid (Part II) of such of those tenders who are found eligible after scrutiny of their Part I of the tenders will be opened on a subsequent working day which will be intimated to all the eligible tenderers.
