Catering at Officers' Lounge and Dining Room (OLDR) in Reserve Bank of India, Patna

Sealed offers in two parts are invited from eligible contractors/firms for providing catering service and maintenance of officer’s Lounge and Dining Room (OLDR) at RBI, Patna. Tender form can be downloaded from the Bank’s website www.rbi.org.in or collected from HRMD, RBI-Patna. The filled in tender form should be submitted latest by 2.00 pm on November 23, 2016 at HRMD, RBI, Patna. Last date of sale of tender paper is 16, November, 2016. Any rectification regarding above tender will be published only on website. i.e. www.rbi.org.in.

PRE-QUALIFICATION CRITERIA

Only those contractors/firms who fulfill the following prequalification criteria are eligible to apply for the tender of Rs. 32,00,000.00 (Rupees Thirty two lakh Only) approximately for providing lounge facilities to Officer’s of RBI, Patna:-

1. Minimum three years of experience in the field of hospitality and catering. For firm having only three years it should be within last five years.

2. Should have provided catering facilities in restaurant/government/public/private sector undertakings for at least one year during the last three years where the minimum persons to be served was at least 400.

Maintenance/upkeep/caretaking services provided in guest houses/transit houses and services provided in mess will not be considered as eligible experience for the above purposes.

3. Contractor should have a minimum annual turnover of Rs. 30.00 lakhs in each of the last 3 years (supported by an audited or CA certified statement of accounts).

4. Contractor should have applicable tax registrations (PAN, TIN, VAT, CST, etc.) (Supported by documentary evidence).

5. Contractor should have the requisite License / Certificate by the Government to carry out the catering business including all the clearances from the statutory bodies. (with Documentary Evidence)

6. Contractor should have own kitchen and establishment at Patna (supported by documentary evidence). The Bank has the right to inspect the kitchen before the opening of tender Part-II

7. Contractor should have bank account in a scheduled commercial bank.

8. Contractor will have to provide Tea/Coffee/Lemon Water/Special Lunch/Special Tea/High Tea/Dry Lunch to the officers of Bank.

9. At any point of time before the opening of the tender (Part-I or II), the documents or the information provided by the firm are found to be incorrect, the application would be rejected. If any adverse comments is given by the previous employer the bank has the right to reject the tender. The Bank decision in this regard would be final.

10. Contractor will have to pay EMD of Rs 64,000/- through a Demand Draft in favour of Reserve Bank of India, payable at Patna (DD should be attached with Part I of the tender forms).

11. The Contractors should ensure that they fulfill the prequalification criteria before submitting the tenders and they should also submit the details/information specified below along with tenders separately. The tenders submitted by contractors who do not fulfill the Prequalification criteria specified by the Bank will Summarily rejected.

(a) Composition of the firm Full particulars (whether contractor is a proprietary or a partnership firm or a company etc.) of the composition of the firm in detail should be submitted alongwith the name(s) and address(es) of the partners, copy of the Articles of Association/Power of Attorney/any other relevant documents, etc.
(b) Work experience Details of work experience as per requirements specified in the prequalification criteria supported by work orders, documents, certificates, etc. duly attested.
The details along with documentary evidence of previous experience, if any, of carrying out works for the Reserve Bank of India at any centre should also be given.
(c) Details of Bank Account & Name(s) and address(es) of the bank and present contact executives Full particulars of bank account, like account number, account type, MICR Code, IFSC code, when opened, etc. should be given. Written information about the names and address of the bank where the contractor is maintaining account, along with full details like names, postal addresses, e-mail IDs, telephone (landline and mobile) nos., fax nos. etc. of the contact executive (i.e. the persons who can be contacted at the office by the Bank, in case it is so needed) should be furnished.
(d) Name of the organizations where contractor is giving services along with address and Phone nos. Information about the names and addresses of clients along with full details, like names, postal addresses, e- mail IDs, telephone (landline and mobile) nos., fax nos. etc. of the contact executives (i.e. the persons who can be contacted at the office of the clients by the Bank in case it is so needed) should be furnished.
(e) Details of completed works The client-wise name of work(s), year(s) of execution of work(s), awarded and actual cost(s) of executed work(s), names and full contact-details of the officers/authorities/departments under which the work(s) was/were executed should be furnished.
(f) Whether the Contractor has minimum annual turnover of Rs 30.00 lakh during the last 3 years supported by audited or CA certified statement of accounts. Please attach audited balance sheet or CA certified statement of accounts of the last three years.
