Supply, Installation, Testing and Commissioning of Indoor and Outdoor Types Full Height Single and Dual Lane Access Controlled Turnstile Gates On Ground and First Floor in Main Office Building of Reserve Bank Of India at Belapur

1. Sealed tenders in two parts are invited for Design, supply, installation, testing and commissioning of indoor and outdoor types full height single and dual lane access controlled Turnstile for the Bank’s Office Building at C.B.D.-Belapur, Navi Mumbai.

2. The tenders (in duplicate) shall be addressed by name to Shri S. N. Panda, Chief General Manager, Reserve Bank of India, Belapur so as to reach him not later than 15:00 hrs. on April 12, 2017.

3. The work is estimated to cost Rs. 15 lakh and is to be completed within 40 days.

4. Only those contractors who have minimum 5 years of experience in the field of undertaking ‘Design, supply, installation, testing and commissioning of indoor and outdoor types full height single and dual lane access controlled Turnstile’ and have completed similar works individually during last 5 years (Completed on or before March 30, 2017) costing as under;

(a) Three works each costing not less than 40% of estimated cost.

OR

(b) Two works each costing not less than 50% of estimated cost.

OR

(c) One work not less than 80% of estimated cost.

AND

(d) Have a minimum yearly turnover of 100% of estimated cost during the last 3 years supported by audited financial statements.

AND

(e) Have full- fledged service set up at MUMBAI wherefrom required quality, after-sales services can be provided will be eligible to tender for the work.

5. The tenderer shall furnish following information in writing /documents in respect of their eligibility:

Composition of the firm Full particulars (whether contractor is an individual, or a partnership firm, or a company etc.) of the composition of the firm of contractors in detail should be submitted along with name(s) and address(es) of the partners, copy of the Articles of Association/ power of Attorney/any other relevant document.
Work experience & Completion of similar works of specified value during the specified period

Copies of the detailed work orders indicating date of award, value of awarded work, time given for completing the work, etc. and the corresponding completion certificates indicating actual date of completion and actual value of executed similar works should be enclosed in proof of the work experience.

The details along with documentary evidence of previous experience, if any, of carrying out works for the Reserve Bank of India at any centre should also be given.

Creditworthiness of the contractor & their Turn over during the specified period Copies of the Income Tax Clearance Certificates / Income Tax Assessment Orders along with the latest final accounts of the business of the contractor duly certified by a Chartered Accountant should be enclosed in proof of their creditworthiness and turnover for last three years.
Service Set-up Certificate from the manufacturers/any other valid document in support of having a full- fledged service setup at the desired place should be enclosed. (if required)
Name(s) and address(es) of the Bankers and their present contact executives Written information about the names and addresses of their bankers along with full details, like names, postal addresses, e-mail IDs, telephone (landline and mobile) nos., fax. nos., etc., of the contact executives (i.e. the persons who can be contacted at the office of their bankers by the Bank in case it is so needed) should be furnished.
Details of bank accounts Full particulars of their bank accounts, like account no., type, when opened, etc., should be given.
Name(s) and address(es) of the Clients and their present contact executives Written information about the names and addresses of their clients along with full details, like names, postal addresses, e-mail IDs, telephone (landline and mobile) nos., fax nos., etc., of the contact executives (i.e. the persons who can be contacted at the office of their clients by the Bank in case it is so needed) should be furnished.
Details of completed works The client-wise names of work(s), year(s) of execution of work(s), awarded and actual cost(s) of executed work(s), completion time stipulated in the contract(s) and actual time taken to complete the work(s), name(s) and full contact-details of the officers/ authorities / departments under whom the work(s) was/were executed should be furnished.

6. In the event of intending tenderers’ failure to satisfy the Bank; the Bank reserves the right to refuse issuance of tender forms/documents to them.

7. The Tender document can be collected from Reserve Bank of India, Estate Cell, Belapur, Navi Mumbai from March 23, 2017 to April 07, 2017 between 10.30AM to 05.00 PM on payment of Rs.500/- (Rs. Five hundred only). It can also be downloaded from Bank’s website www.rbi.org.in in ‘Tender’ section under ‘More Links’. Those who download the tender document from Bank’s website, will have to pay Rs.500/- (Rs. Five hundred only) by way of DD/PO drawn in favour of Reserve Bank of India issued by a scheduled bank towards the cost of the tender. Tender document will not be accepted if the DD/PO amount of Rs.500/- is not attached/found along with Part-1 of the Tender.

8. The tender should be submitted in two parts in separate sealed envelopes, superscribed as “Tender for SUPPLY, INSTALLATION, TESTING AND COMMISSIONING OF INDOOR AND OUTDOOR TYPES FULL HEIGHT SINGLE AND DUAL LANE ACCESS CONTROLLED TURNSTILE GATES ON GROUND AND FIRST FLOOR IN MAIN OFFICE BUILDING OF RESERVE BANK OF INDIA AT BELAPUR. and addressed to “The Chief General Manager, Reserve Bank of India, Estate cell, Plot No. 3, Sector 10, H.H. Nirmaladevi Marg, CBD Belapur, Navi Mumbai, 400 614 and should reach to RBI, CBD Belapur on or before 15.00 hours on April 12, 2017.

9. A pre-bid meeting will be held at 11:00 AM on April 03, 2017 at RBI, Belapur office to discuss/clarify anything about the tender. No separate communication will be sent for this meeting. All the intending tenderers are advised to be present and study the tender documents.

10. The Bank may obtain reports on the past performance of the tenderer from his clients and bankers. The Bank shall evaluate the said reports before opening of the Part- II of the tenders. If any tenderer is not found to possess the required eligibility for participating in the tendering process at any point of time and/or his performance reports received from his clients and/or his bankers are found unsatisfactory, the Bank reserves the right to reject his offer even after opening of Part-I of the tender and the EMD shall be returned to the tenderer as it is. The Bank is not bound to assign any reason for doing so and the Bank’s decision in the matter shall be final.

11. The Bank is not bound to accept the lowest tender and reserves the right to accept either in full or in part any tender. The Bank also reserves the right to reject all the tenders without assigning any reason therefor. The Bank’s decision in the matter shall be final.

12. The Part I of the Tender (Technical bid) shall be opened in the presence of the tenderers or their authorised representative who may choose to be present at 16.00 hours on April 12, 2017 and the Price bids (Part II of the Tender) of only such those tenderers, who are found eligible/suitable after scrutiny of the Part I of their tenders, will be opened on a subsequent working day in RBI, Belapur, which will be intimated to all the said eligible tenderers.
