Transportation of Coins from Reserve Bank of India, Chandigarh to Currency Chests at different places in the States of Punjab, Haryana, Himachal Pradesh and u.t. Chandigarh with Carrier’s Risk

Reserve Bank of India, Chandigarh (the Bank) invites reputed and experienced road transport operators (tenderer) engaged in the business of transportation and having secured bullion vans/closed trucks which are Global Positioning System (GPS) enabled for entering into contracts with the Bank for transportation of coins from RBI, Chandigarh to currency chests at different places in the states of Punjab, Haryana, Himachal Pradesh and U.T. Chandigarh with carrier’s risk for a period of six months i.e. from October 1, 2017 to March 31, 2018.

2. Tender application form along with the eligibility criteria, schedule of work, general terms and conditions of the agreement may be downloaded from RBI website (www.rbi.org.in) under the menu “Tenders”.

3. The Tender in the prescribed form shall be prepared and submitted in two separately sealed envelopes. Part I (Technical Bid) of the tender will contain application form, eligibility criteria and terms and conditions, Earnest Money Deposit (EMD) of Rs.1,00,000/- (Rupees One Lakh) in the form of Demand Draft favouring ‘Reserve Bank of India” payable at Chandigarh along with all the required documents/ annexures and will be sealed in one envelope, super scribing “Part – I (Technical Bid) – Tender for Transportation of coins from RBI, Chandigarh to currency chests at different places in the states of Punjab, Haryana, Himachal Pradesh and U.T. Chandigarh with carrier’s risk”. Part – II (Financial Bid) of the tender will contain no conditions/ documents but only the Price Bid in the prescribed form and be sealed in a separate envelope, super scribing “Part – II (Financial Bid) – Tender for transportation of coins from RBI, Chandigarh to currency chests at different places in the states of Punjab, Haryana, Himachal Pradesh and U.T. Chandigarh with carrier’s risk”. Both these envelops shall further be sealed in another envelope super scribing “Tender for Transportation of coins from RBI, Chandigarh to currency chests at different places in the states of Punjab, Haryana, Himachal Pradesh and U.T. Chandigarh with carrier’s risk” and addressed to The Regional Director, Issue Department, Reserve Bank of India, Central Vista, Sector 17, Chandigarh – 160017. Telegraphic, Fax and E-mail tenders will not be accepted under any circumstances. The full name, postal address, e-mail address and mobile/ telephone number of the tenderer shall be written on the bottom left corner of all the sealed envelopes. Insertions, post scripts, additions and alterations shall not be valid unless confirmed by the tenderer’s signature. Sealed Tender complete in all respect should be dropped in the tender box kept at the Issue Department, Reserve Bank of India, 1st Floor, Central Vista, Sector 17, Chandigarh - 160017 for this purpose on or before 03.00 PM, on August 25, 2017. No tender application will be accepted thereafter. The Earnest Money Deposit should only be submitted along with Part – I of the tender document. Tenders found without Earnest Money Deposit along with Part I (Technical Bid) of the tender will be rejected. Part I of the tender will be opened at 03:00 PM on August 25, 2017 the same day in the presence of the tenderers or their authorized representatives.

4. Representatives of the tenderers intending to attend the tender opening should bring proper authorization letter from the tenderer to attend the tender opening process. In case due date of opening is a holiday or there is local strike / bandh, tenders will be opened at 11:00 AM on the next working day. If due to any unforeseen circumstances, the opening of tenders is postponed, the same will be notified on the notice board at Reserve Bank of India office in Chandigarh.

5. Based on the fulfilment of the terms and conditions of Part I of the tender, Part II will be opened on a subsequent date which will be intimated to the eligible applicants.

6. The rates quoted in the tender shall remain valid for acceptance by the Bank for a period of three months from the date of opening the tender, the period of which may be extended by mutual agreement and the tenderer shall not cancel or withdraw the tender during the period.

7. The tenderer must use only the forms issued by the Bank to fill in the rates. The tender form must be filled in English/Hindi and all entries must be made by hand and written in ink. Rates should be quoted both in figures and words in the columns specified. All corrections and alterations made while filling the tender must be attested by initials of the tenderer. Overwriting of figures is not permitted; failure to comply with any of these conditions will render the tender invalid at the Bank’s option. No request for any change in the rate or conditions after the opening of the tender will be entertained.

8. Each page of the tender document and all annexures/attachments/documents should be signed by the authorised person or persons submitting the tender in token of his/their having acquainted himself/themselves with the general conditions of contract, specifications, special conditions, etc. as are laid down. Tender not so signed will be rejected.

9. The tender submitted on behalf of a firm shall be signed by all the partners of the firm or by a partner who has the necessary authority to enter into the proposed contract on behalf of the firm. Otherwise, the tender may be rejected by the Bank.

10. The Bank is not bound to accept the lowest bid and reserves the right to accept either in full or in part any tender. The Bank reserves the right to accept or reject any or all tenders without assigning any reasons thereof.
