Housekeeping & Maintenance of Bank’s Properties located at Ahmedabad

Corrigendum

1. Sealed tenders in two parts are invited from Company/Firm/Agency for Housekeeping & Maintenance of Bank’s properties located at Ahmedabad, viz., Main Office Building, Near Gandhi Bridge, La Gajjar Chambers, Ashram Road, Reserve Bank Officers Quarters, Navrangpura & Vasna and Reserve Bank Staff Quarters, Subhash Bridge at an estimated cost of Rs.1.25 crore per annum inclusive of all taxes

2. Eligibility Criteria for participating in the tender

Company/Firm/Agency who fulfill the following per-qualification criteria are eligible to apply.

Criteria Requirement
1. Duration of past experience Should have minimum 5 years of experience of executing similar works ending last day of month previous to the one of which applications are invited. Applicant should furnish their Client list showing the details of work carried out by them during the last 5 years. The list shall include details such as Name of the Client, Value of work executed, Date of Start and Finish of the work, etc. The Applicant should submit documentary evidence in support of minimum experience of 5 years.
2. Minimum value of each completed work (qualifying) Experience of having successfully completed similar works during last 5 years ending last day of month previous to the one of which applications are invited should be either of the following:
a) Three similar works each costing not less than the amount equal to 40% of the estimated cost
b) two similar works individually costing not less than 50% of the estimated cost
c) One similar work costing not less than 80% of the estimated cost
3. Yearly Turnover Should have annual turnover of amount equal to the estimated cost during each of the last 3 years i.e. up to March 31, 2017.
4. Solvency Should furnish solvency certificate issued by the Applicants banker, specifically for the purpose of the work, for a minimum amount equal to the estimated cost
5. Service setup Full-fledged service setup should be available for the specified job either at the concerned centre or at nearby city/place wherefrom required quality after sales services can be regularly provided.

3. Details of the Company/Firm/Agency

(a) The Full particulars of the Company/Firm/Agency, in detail, are required to be submitted. In case of a company, the certificate of registration, Memorandum and Articles of Association of the company and other relevant documents and particulars of all the directors and responsible officials are required to be submitted. In case of a partnership firm, the partnership deed, power of attorney, if any and particulars of all the partners constituting the firm; and in case of an Agency or Proprietorship, the particulars of the individual/individuals involved therein along with the name(s) and address(es)’ etc are required to be submitted..

(b) Details of work experience as per the requirements in the pre-qualification criteria supported by work orders, documents, and certificates. The details along with documentary evidence of previous experience, if any, of carrying out works for the Reserve Bank of India at any other centre should also be given.

(c) Income Tax Assessment orders along with latest final order and credit worthiness certificate from the bankers with a copy of the specified accounts of the business of the contractor for a period of last three financial year duly certified by a Chartered Accountants should be enclosed in proof of credit worthiness and turnover for the last three years.

(d) Written information about the names and address of the Bankers with full details like names, present contact postal addresses, e-mail IDs, telephone (landline executives and mobile) Nos., Fax Nos., etc. of the contact executives (i.e. the persons who can be contacted at the office of their bankers by the Bank, in case it is so needed) should be furnished.

4. Documents to be submitted:

  1. Audited or CA certified statement of accounts for the last 3 accounting years.

  2. Copies of Income Tax Return filed with the Income Tax Department for the last three years.

  3. Copies of applicable tax registrations, viz., PAN, TIN, GST, etc.

  4. Copy of Registration Certificate of the Company/firm/agency issued by the relevant authority.

  5. Copies of E.P.F. Registration Certificate and E.S.I Registration Certificate.

  6. Solvency Certificate issued by the tenderer’s bankers specifically for this work for an amount equivalent to the estimated cost of the present work, for indicating financial soundness of the tenderer.

  7. Details of the Bank Account held by them in a scheduled bank in India.

5. In the event of intending tenderers failure to satisfy the Bank with regard to the above requirements, the Bank reserves the right to refuse issuance of tender forms/ documents to them.

6. Tender forms will be issued by the Reserve Bank of India, Human Resources Department, Near Gandhi Bridge, Ahmedabad from August 28, 2017 to September 15, 2017 from 10:00 AM to 5:00 PM on all working weekdays (Monday to Friday) on a non-refundable payment of Rs.1000/- per duplicate set, in cash/Demand Draft favouring Reserve Bank of India, Ahmedabad. The duly filled in tender documents should be submitted latest by 16:00 hours on September 18, 2017.

7. Tender forms can also be downloaded from the website www.rbi.org.in. In case of downloaded documents, the said non-refundable sum of Rs.1000/- in the form of Demand Draft favouring Reserve Bank of India, Ahmedabad along with all the information/ documents, mentioned above, will have to be submitted in a separate cover addressed by name to Shri J.K. Dash, Regional Director, Reserve Bank of India, Post Box No.1, Ashram Road, Near Gandhi Bridge, Ahmedabad-380014 up to 16.00 hours on or before September 18, 2017 for Bank’s examination.

9. Details of the completed work : The client-wise names of work(s), year(s) of works execution of work (s), awarded and actual cost(s) of executed work(s), names and full contact details of the officers/ authorities/ departments under whom the work(s) was/were executed should be furnished.

10. After scrutiny if any of the contractors is found not to be in possessing the required eligibility, their tenders will not be considered by the Bank for further processing.

11. Tender in prescribed form shall be submitted in two parts. Part-I tender will contain the Bank’s standard technical and commercial conditions for the proposed work, tenderer’s covering letter and the EMD of Rs.2,50,000/- in the form of an irrevocable Bank Guarantee issued by a scheduled bank in the Bank’s standard proforma which is available in the tender form or a demand draft favouring Reserve Bank of India, Ahmedabad and be sealed (in duplicate) in one cover, super-scribing “Part-I Housekeeping & Maintenance of Banks properties at Ahmedabad”. Part-II tender will contain no conditions but the tenderers’ price bid only and shall be sealed (in duplicate) in a separate cover, super-scribed “Part-II Housekeeping & Maintenance of Banks properties at Ahmedabad”.

Both these sealed covers, will further be sealed in another envelope (separately for each work) and addressed by name to Shri J.K.Dash, Regional Director, Human Resources Management Department, Reserve Bank of India, Post Box No.1, Ashram Road, Near Gandhi Bridge, Ahmedabad-380014. The Bank will receive the sealed tenders, in the manner described above, upto 16:00 hours on September 18, 2017. A pre bid meeting of intending tenderers will be held on September 4, 2017 at 15:00 hrs in the office of General Manager, Human Resources Management Department, RBI, Ahmedabad.

Part-I of the tenders will be opened at 16:30 hours on September 18, 2017, in the presence of the authorized representative of the tenderers, who choose to be present. Part-II of the tender will be opened on a subsequent date, which will be intimated to the tenderers, well in advance.

The Bank shall obtain reports on the past performance of the tenderer from his clients and bankers. The Bank shall evaluate the said reports as per the evaluation criteria mentioned in Part I before opening of the Part-II of the tenders. If any tenderer is not found to possess the required eligibility for participating in the tendering process at any point of time and/or his performance reports received from his clients and/or his bankers’ report are found unsatisfactory, the Bank reserves the right to reject his offer even after opening of Part-I of the tender and his sealed cover containing Part-II of the tender along with EMD shall be returned back to him as it is. The Bank is not bound to assign any reason for doing so.

12. The Bank is not bound to accept the lowest tender and reserves the right to accept either in full or in part any tender. The Bank also reserves the right to reject all the tenders without assigning any reason thereof.

Note: All the tenderers may please note that any amendments / corrigendum to the tender, if issued in future, will only be notified on the RBI Website as given above and will not be published in the newspaper.
