Annual Service Contract for providing Gardening/Horticulture services at Bank’s Office Building and Char Imli Staff Quarters, Bhopal

Corrigendum

1. Sealed Tender in two parts are invited for Annual Service Contract for providing Horticulture services at Bank’s office Building & Char Imli Staff Quarters. The estimated cost of work is Rs. 38,84,000/- for the period from October 01, 2017 to June 30, 2018.

2. Only those contractors who have minimum 5 years of experience in the field of undertaking horticulture services at reputed places and having minimum yearly turnover of Rs. 38,84,000/- during the last 3 years and also have a full fledge service setup at Bhopal or nearby places, will be eligible to participate in the tender process.

3. The following information in writing / documents to satisfy the Bank about their eligibility for participating in the tendering process:

a. Composition of the firm Full particulars (whether contractor is an individual, or a partnership firm, or a Company etc.) of the composition of the firm of contractors in detail should be submitted along with name(s) and address(es) of the partners, copy of the Articles of Association/ power of Attorney/any other relevant document

(Enclose the copy of Registration)
b. Registered under CLRA Act, 1970 Licence No. under section 12(1) of Contract Labour (R&A)Act, 1970 read with section 21 of Contract Labour Act 1971
c Work experience & Completion of similar works of specified value during the specified period Copies of the detailed work orders indicating date of award, value of awarded work, time given for completing the work, etc. and the corresponding completion certificates indicating actual date of completion and actual value of executed similar works should be enclosed in proof of the work experience.

The details along with documentary evidence of previous experience, if any, of carrying out works for the Reserve Bank of India at any centre should also be given.
d Creditworthiness of the contractor & their Turn over during the specified period Copies of the Income Tax Clearance Certificates / Income Tax Assessment Orders along with the latest final accounts of the business of the contractor duly certified by a Chartered Accountant should be enclosed in proof of their creditworthiness and turnover for last three years.
e Service Set-up Any valid document in support of having a full-fledged service setup at the Bhopal or nearby place should be enclosed.
f Name(s) and address(es) of the Bankers and their present contact executives Written information about the names and addresses of their bankers along with full details, like names, postal addresses, e-mail IDs, telephone (landline and mobile) nos., fax nos., etc., of the contact executives (i.e. the persons who can be contacted at the office of their bankers by the Bank in case it is so needed) should be furnished.
g Details of bank accounts Full particulars of their bank accounts, like account no., type, when opened, etc., should be given
h Name(s) and address(es) of the Clients and their present contact executives Written information about the names and addresses of their clients along with full details, like names, postal addresses, e-mail IDs, telephone (landline and mobile) nos., fax nos., etc., of the contact executives (i.e. the persons who can be contacted at the office of their clients by the Bank in case it is so needed) should be furnished.
i Details of completed works The client-wise names of work(s), year(s) of execution of work(s), awarded and actual cost(s) of executed work(s), completion time stipulated in the contract(s) and actual time taken to complete the work(s), name(s) and full contact-details of the officers/ authorities / departments under whom the work(s) was/were executed should be furnished.
j. Banker’s Certificate Contractor shall furnish Banker’s certificate issued by the bank (Contractor’s banker), specifically for the purpose of the work. (As per format given in the Tender).

4. In the event of intending tenderer fail to satisfy the Bank; the Bank reserves the right to refuse downloaded tender forms/document to them.

5. Issuance of Tender Document from Office – Tender document will be issued from Estate Department, Reserve Bank of India, Hoshangabad Road, Bhopal, from 04/09/2017 to 20/09/2017on all working days (Monday to Friday) between 10.00 Hrs. to 17.00 Hrs. at fees of Rs. 1000/-, only to such participants who produce the documentary evidence for fulfilling the eligibility criteria.

6. Tender document can also be downloaded from website www.rbi.org.in. In a case of downloaded tender document, the complete document pertaining to eligibility criteria of the tenderer (as per para no. 2 i.e. Eligibility Criteria of General Instruction and Special Condition of the contract) along with tender fees i.e. Rs. 1,000/- in the form of Demand draft in a favour of Reserve Bank of India, payable at Bhopal will have to be submitted in a sealed cover super scribing “Document Pertaining to Eligibility Criteria for Tender for providing horticulture/gardening services at Bank’s office building and Char Imli Staff Quarters” and addressed to Shri Ajay Michyari, Regional Director, Reserve Bank of India, Hoshangabad Road, Bhopal, shall reach the office on or before 20/09/2017 up to 17.00 Hrs. No document pertaining to the eligibility criteria of the tenderer will be received after 17.00 Hrs. on 20/09/2017 under any circumstances whatsoever. These separate sealed covers shall be opened on the same day for scrutiny. After scrutiny, if any contractor is not meeting the required eligibility criteria, their tender (of that particular contractor) will not be opened by the Bank for further processing and tender fees will not be reimbursed.

7. Tender in prescribed form shall be submitted in two parts. Part-I tender will contain the Bank’s standard technical and commercial conditions for the proposed work, tenderers’ covering letter, tenderers’ additional conditions, if any, and the EMD of Rs. 77,700/- in the form of a demand draft favouring Reserve Bank of India payable at Bhopal and be sealed (in duplicate) in one cover, super scribing “Part – I Tender for “Annual Service Contract for providing horticulture services at Bank’s office Building & Char Imli Staff Quarters”. Part II tender will contain no conditions but tenderers’ priced bid only and be sealed (in duplicate) in a separate cover, super scribing “Part – II Tender for Annual Service Contract for providing Horticulture services at Bank’s office Building & Char Imli Staff Quarters ”. Both these sealed covers will further be sealed in another envelope addressed by name to Shri Ajay Michyari, Regional Director, Reserve Bank of India, P. Box. No. 32, Hoshangabad Road, Bhopal will be received by the Bank up to 2:00 p.m. on 26.09.2017 in the manner described in the tender-form.

8. Part I of the tender (of the eligible tenderers) will be opened at 3:00 p.m. on 26.09.2017 in the presence of the authorized representative of the tenderers who choose to be present. Part II of the tender will be opened on a subsequent date which will be intimated to eligible tenderers in advance.

9. The applicants/tenderers shall submit the following documents along with documents pertaining to eligibility criteria -

  1. Client’s certificate as per format at Annexure-E for qualified works they have carried out "eligible works" in terms of the eligibility (Pre-qualification) criteria explained in this notice and tender document.

  2. Banker's certificate as per format at Annexure – C from their banker/bankers.

The certificates should be addressed to Regional Director, Reserve Bank of India, Estate Department, Bhopal and shall be submitted along with their application/tender, in a sealed envelope/cover.

The client's certificate shall be accepted only when the same is signed by an official of the rank of Executive Engineer or equivalent in respect of a Government/Semi Government organization or a PSU and only when they are supported by adequate proof of payment received by the contractor for the work done by him. The client's certificate issued by the private organizations shall also accompany Tax Deducted at Source (TDS) certificates. Applications/tenders received without the above certificates may be rejected. The Bank shall have the right to independently verify these certificates.

The Bank shall evaluate the said reports before evaluation of price bid of the tenders. If any tenderer is not found to possess the required eligibility for participating in the tendering process at any point of time and/or his performance reports received from his clients and/or his bankers are found unsatisfactory, the Bank reserves the right to reject his offer even after opening of Part-I of the tender. And his sealed cover containing Part-II of the tender along with EMD shall be returned back to him as it is. The Bank is not bound to assign any reason for doing so.

10. The Bank is not bound to accept the lowest tender and reserves the right to accept either in full or in part any tender. The Bank also reserves the right to reject all or any tender/s without assigning any reason therefor.
