With reference to the advance intimation for "Computerisation of Complaint Management in Reserve Bank of India" on the Bank's website https://www.rbi.org.in/Scripts/BS_ViewTenders.aspx on Nov 02, 2017, the Bank has released the RFP along with necessary documents through e-tendering mode on the MSTC portal https://mstcecommerce.com/eprochome/rbi regarding an IT­project to computerise complaint management process of the Bank. Bidders can submit their techno commercial bids from Nov 18, 2017 15:00 hrs. to Dec 19, 2017 15:00 hrs. All bidders are requested to submittheir bids within the defined time period.

Announcement of E-Tender for Computerization of Complaint Management System

The Consumer Education & Protection Department, Reserve Bank of India (the Bank), Central Office, Mumbai, is responsible for education and protection of the consumers of services of the financial institutions which are regulated and supervised by the Bank.

The Bank desires to computerize the management of complaints involving, amongst others, RBI regulated entities and complainants.

At present, the Bank has an online Complaint Tracking System (CTS) where customer grievances are registered. There are other channels available to the complainants to register grievances via email and physical letters. CTS provides limited computerization in the area of working of Banking Ombudsman Scheme. It has been decided now to implement a full scale computerization through a Comprehensive Complaint Management System (CMS) which will not only replace CTS but computerize all aspects of working of CEPD, Central Office.

For the above CMS project, the Bank invites bids for appointment of System Integrator / Vendor for computerization of CMS through e-tendering route.

The "Request for Proposal" (RFP) for the project is hosted on MSTC Limited website.

This RFP is NOT following Reverse Auction route.

Steps to be performed by the bidder

  1. Bidder needs to register themselves on the MSTC website (https://mstcecommerce.com/eprochome/rbi/) Vendor registration manual is present on MSTC website. Bidder needs to have a Digital Certificate with signing and encryption rights
    Bidders may direct their registration queries to MSTC only.

  2. Post successful registration, Bidder can access the RFP document and related annexures

  3. Bidder can upload their respective technical and commercial bids on the above mentioned MSTC portal. It is to be noted that Bidders will be able to view and access their own bids only.

The due date for submission of bids is Dec 19, 2017 1500 hrs on the MSTC website.
