Minutes of Pre-Bid Meeting - Annual Contract for daily cleaning of Washrooms/Toilets located in non-security areas of Main Office Building, Annex Building and surrounding area of RBI, Bhubaneswar

Tender No.- RBI/Bhubneswar/HRMD/35/18-19/ET/332

As per the Schedule, a Pre-Bid meeting for the captioned tender was organized by HRMD, RBI, Bhubaneswar on May 10, 2019 at 11:00 AM in VC Room, 1st Floor, RBI, Bhubaneswar to clarify the queries of the prospective bidders.

The pre-bid meeting was attended by the representatives of following vendors:

1. M/s Herald Manpower & Placement Service.

2. M/s U. Tech Service

On behalf of Reserve Bank of India, Bhubaneswar, the following officials were present:

1. Shri Rama Chandra Bal, Assistant General Manager, HRMD

2. Shri Avinash Chandaluri, Assistant Manager, HRMD

The meeting was conducted to brief the bidders about our specific requirements and to sensitize them about how to submit e-Tenders on RBI portal of MSTC website. Further to the discussions held with the tenderers, clarifications arrived thereof are indicated as under.

1 Vendor raised query regarding exemption of EMD if the registered firm is NSIC certified/governed under MSMED Act, 2006 MSMED Act, 2006 is not applicable as RBI is a statutory body. Hence, no exemption could be granted. It was clarified that EMD is mandatory for all the tenderers.
2 Vendor raised query regarding payment of bill for AMC work and Cleaning Material It was clarified that payment for the monthly work and for the monthly cleaning material will be paid through two separate bills.
3 Vendor raised query regarding PF and ESI contribution in Part-II (Price Bid) document 1. It was clarified that PF contribution, ESI contribution mentioned in sections 3 and 4 respectively in Part –II (Price Bid) is to be calculated and quoted for 05 persons (04 male and 01 female).
2. Further, It was clarified that only Employer Contribution is required to be quoted for PF and ESI contribution in Part-II (Price Bid) document.
4 Clarification was sought regarding period of the bank statement to be submitted as mentioned in (2) of “List of Documents to be submitted for Technical Bid (Part I)” It was clarified that bank statement mentioned there shall be minimum of 3 months from the recent date.
5 Vendor raised query regarding transaction fees to be paid to MSTC to access online e-tender. Transaction fee shall be paid as per the extant guidelines of MSTC. The payment procedure for the same is mentioned in para 4 of “Important Instructions for E-Procurement” in Tender Document.

• All above points are noted and agreed by the firm.

  1. These minutes of pre-bid meeting shall form the part of bid document/Agreement

  2. Rest of the terms and conditions and specifications of the bid document shall continue to remain same

  3. The above amendments/ clarifications are issued for the information for all the intending bidders.

  4. The submission of bid by the firm shall be construed to be in conformity to the bid document and amendments/ clarifications given above
