Minutes of Pre-Bid Meeting - Supply of medicines at Bank’s Dispensaries, Reserve Bank of India, Thiruvananthapuram

The pre-bid meeting for the captioned tender was held on May 14, 2019 at 11:00 AM in the Human Resources Management Department, Main Office Building, Reserve Bank of India, Thiruvananthapuram. The meeting was chaired by Shri Raghuthaman, Assistant General Manager, HRMD Officials from Establishment Section and representatives from Devi Pharma & Sree Chitra Enterprises participated in the meeting.

Shri Raghuthaman, AGM, HRMD welcomed all participants to the meeting and invited for queries from the prospective bidders regarding the captioned tender.

Details of queries raised by representatives of various companies/agencies and clarification/comments of the Bank are tabulated below.

1. Whether Uniform Discount Rate (in % term) is same for medicines not enumerated in the list. Uniform Discount Rate is to be quoted the same for all medicines in the list furnished to the supplier. However, in the financial Year 2018-19 around 5% of medicines which was not in the list was also purchased. So it was decided that separate discount rate should be there for medicines not included in the list. Medicines included in the list will hold a weightage of 95% whereas the medicines not in the list will hold a weightage of 5%. Vendors quoting highest combined weightage will be awarded the tender.
2. Whether any transaction fee has to be paid to the Bank for participating in the Tender Payment of transaction fee (₹ 6000/- plus 18% GST) has to be made only through MSTC Gateway/NEFT/RTGS in favour of MSTC Limited. Transaction fee is non – refundable. No payment has to be made to the Bank in this regard.)
3. Performance Bank Guarantee On award of contract, the successful tenderer shall furnish an amount equal to 5% (five percent) of the contract value (₹ 1,20,00,000/-) in the form of a Performance Guarantee from any scheduled Bank in the form prescribed by the Bank which shall be submitted along with letter of acceptance, towards security deposit for the due fulfilment of the contract.
4. Earnest Money Deposit Bidder must remit an EMD of 2% of the Estimated amount (₹ 2,40,000) to make oneself eligible for Bidding. The EMD will be returned to unsuccessful bidder within two weeks of completion of bidding. For the successful bidder, the EMD will be returned soon on submission of Performance Bank Guarantee.
