Pre-bid meeting for the captioned work was held on March 18, 2019 at 11:30 AM in the meeting room, first floor in Main Office Building to clarify the queries of the bidders. The meeting was attended by the following persons:

Further to the discussions held with the tenderers, clarifications arrived thereof are indicated as under.

1. In connection with the query regarding the Net Metering availability raised by Shri R V Swamy, M/s Swelect Energy Systems Ltd., it was clarified that existing Net Meter will cater to the proposed 20Kwp Solar Plant.

2. The query regarding the AMC was raised by Shri M Vinod Rao, M/s Photon Energy Systems Ltd. It was clarified that the charges for comprehensive annual maintenance service shall include replacement of defective parts of the system, including consumables etc. during service contract period. Any defects in the system/sub- assemblies, found within the AMC period, shall be rectified/ replaced by the tenderer without any additional cost to the Bank.

3. With respect to the query raised by Shri R V Swamy, M/s Swelect regarding Guaranteed generation, it was clarified that a guaranteed annual generation of 26000 KWH per year with a tolerance of 10% of total annual generation (considering the weather conditions in Hyderabad) during the first five years of operation has to be complied by all the participating Firms.

4. A request was made by the representative of the firm M/s Wind Stream for exemption of EMD. It was clarified that no exemption could be granted and also EMD for an amount Rs.22000/- is mandatory for the all the tenderers. There is no extra cost for tender copies.

5. It was also clarified that the Tenders will be evaluated on the basis of capital cost of the system and taking into account the effect of annual maintenance charges (AMC) for 9 years which will be arrived as under.
   
   TCO= Quoted capital cost + NPV of service contract charges for 9 years.

6. It was also explained that all the tenderers shall design their SPV Panel structure with Hot dipped galvanized steel and cement concrete (CC) foundation suitable for site condition without disturbing the existing water proofing of structure. Suitable counter weights to hold the solar panel structure against wind should be designed and provided.

Shri U Ravi Kumar, Manager (T) advised the participants to strictly adhere to the timeframe of two months for completion of the project. Further, he advised them for the site survey and submit the tenders without any deviations.

All the tenderers may kindly note that the above minutes of the pre-bid meeting would form a part of the technical bid. A printout of the same should be taken and the sheet duly signed, stamped and should be enclosed with the Part I of the tender document.
