Minutes of the Pre-Bid Meeting - Annual Maintenance Contract (AMC) for Providing Pest Control Services at Residential Colonies and Offices of Reserve Bank of India, Mumbai

E-tender No - RBI/Mumbai Regional Office/Others/1/24-25/ET/28

In line with E-tender No - RBI/Mumbai Regional Office/Others/1/24-25/ET/28 dated June 21, 2024, a pre-bid meeting was held on July 18, 2024 at 03.00 PM in CSBD Conference Room, 2nd Floor, Main Office Building.

2. No written queries for pre-bid meeting were received up to the scheduled date and time given in the tender document. The list of participants from the Bank and vendors is given below:

3. The details of the queries raised by the vendors and the Bank’s clarification/ comments are given below –

1 Whether MSME’s are exempted for submitting EMD for this tender It is not exempted for this tender. EMD exemption for companies registered under MSME is applicable only for procurements (goods, services, work contracts) having an estimated cost up to ₹10 Lakh. For this tender the estimated cost of work is ₹1.09 Crore. Hence, EMD exemption for MSME is not applicable.

2 Whether IPCA certification is mandatory Bidder should have a valid certificate of membership issued by Indian Pest control Association (IPCA) for undertaking works pertaining to Pest control Services.

3 Whether combined work order of housekeeping services and pest control services can be submitted under PQ documents Work Order, Work Completion Certificate, Agreement copies of work carried out, pertaining to pest control services only shall be submitted under PQ documents.

The documents submitted should clearly mention amount and area of work.
4 Whether participating bidders can visit sites of RBI Participating bidders may visit sites mentioned in the tender document for better understanding of scope of work, before submitting the bid. Prior approval for site visit is required from the Bank.
5 Whether 30 Nos of manpower on roll is mandatory Yes.

6 Whether a six months old solvency certificate can be submitted A maximum six months old solvency certificate shall be considered.
7 Whether Banker’s certificate can be submitted in a different format The format of banker’s certificate to be submitted is mentioned in the tender document. The bidders shall submit the document in the same format.

8 Whether minimum wages to be paid as per Central or State Govt. Minimum wages are to be paid as per Central Minimum Wages notification issued by Chief Labour Commissioner (C), Govt. of India.

9 Date and time of technical presentation After scrutiny of submitted documents, eligible bidders will be informed about the schedule of technical presentation.

10 Whether hard copies of documents are to be submitted to the Bank Intending bidders shall submit their original copies of PQ documents personally/by courier on or before scheduled date and time mentioned in the tender document.

11 Feedback Reports The tenderers are advised to submit the feedback reports clearly mentioning contact details and email id of the issuing company for verification.

12 Whether Bonus is required to be paid to the deployed staff Statutory requirements as per “The payment of Bonus Act, 1965” shall be complied with.

The above-mentioned clarifications are issued for information of all the intending tenderers. Minutes of the pre-bid meeting shall form part of the tender. The submission of bid by the tenderer shall be construed to be in conformity to the bid document and clarifications given above.
