Minutes of Pre-Bid Meeting - Design, Supply, Installation, Testing, and Commissioning of 2x60kVA Uninterrupted Power Supply System in N+1 Parallel Redundant Mode (Including the Battery Banks) at Office Building, Reserve Bank of India, Kochi

The pre-bid meeting for the captioned work was held at 14:30 hrs. on July 31, 2024, at Office Building, as per the Notice Inviting Tender published in RBI website and MSTC Portal.

3. Shri Vineeth R Nair, Assistant General Manager, Estate Section welcomed the participants of the meeting and invited queries, if any, from the prospective bidders regarding the captioned tender. He explained various aspects of the tenders and Bank’s requirements, which need to be taken care of in their bids. Query put forth by the representatives and clarifications given by the Bank are tabulated below:

3 Please confirm which format of battery sizing we should consider. The first option mentions Battery VAH in the technical specifications, while the second option requires battery calculation with the provided detailed calculation factors. Page 51
Para 16.0
It is clarified that the firms shall arrive at the capacity of battery bank as per their product and justify that the Bank’s requirement by submitting the design calculation based on calculation factors (mentioned in the table at 7.0 in Section – VI) for achieving back-up of 30 minutes for each 60kVA UPS at 0.9 lag Power factor. However, the minimum VAH required should be 60000 VAH.
4 Please provide the details of the existing UPS and batteries for pricing. Page 63 Details of the Existing UPS system along with battery details are given below:
  • 2 Nos. of 60kVA UPS units (make- Numeric) along with associated UPS Panel, and 2 sets of battery banks, each having 40 nos. of Exide make 12V, 120Ah battery units.
The firms are advised to visit the site for ascertaining the condition of the of the existing system.
5 Please confirm if 2 UPS units are required with 2 battery banks. Page 62 The Bank requires 2 Nos. of 60kVA UPS units to be operated in N+1 PR mode, along with 2 set of associated battery banks, as per the technical specifications, scope of works, and un-priced bill of quantities, and all other conditions mentioned in the tender document.
6 Please confirm if we can provide an isolation transformer at the output externally to enhance UPS efficiency. Page 48
Para 1.0
It is clarified that as per the specifications mentioned in the tender, the firms shall provide an inbuilt isolation transformer at the input side.

Thus, the relevant sections / clause pertaining to the tender shall remain intact and will not be subject to any alterations.

7 In the Bank’s tender, there is no exemption to MSME / UDYAM registered bidders from the payment of EMD.





But all Central / State Govt. Departments Promoting MSME Companies and Make-in-India Brands. So Please Provide Exemption from Tender Cost and EMD for MSME Registered OEMs.
- The Bank exempts the MSEs having Udyam Registration Number (Udyog Aadhar Memorandum Number) irrespective of the category, from payment of cost of tender documents and submission of EMD at the time of bidding, in all the procurements (goods, services or work contracts) having an estimated cost of up to Rs 10 Lakh (including all taxes, duties, etc.).

Hence, the relevant sections / clause pertaining to the tender shall remain intact and will not be subject to any alterations. Tender clauses remain unaltered.
8 Normally By design All Manufactures Using inbuilt IT at output side. To meet the Criteria it is required to add IT at Input Side. It will increase the footprint of UPS. Section VI It is clarified that as per the specifications mentioned in the tender document, the firms shall provide an inbuilt isolation transformer at the input side.

Thus, the relevant sections / clause pertaining to the tender shall remain intact and will not be subject to any alterations.

Please note:

i) This document (minutes of the Pre-Bid Meeting) shall form a part of the tender.

ii) Rest of the terms and conditions and specifications of the bid document shall continue to remain the same.

iii) The above amendments/ clarifications are issued for the information of all the intending bidders.

iv) Bidders shall quote prices exclusive of applicable GST, against each item in the Schedule of Quantities.
