Minutes of Pre-Bid Meeting - Appointment of Concurrent Auditor for the Year 2024-25 w.e.f. November 01, 2024 to September 30, 2025 by Reserve Bank of India, Ahmedabad

Pre-Bid meeting for the captioned tender was held on September 12, 2024 at RBI, Ahmedabad from 11.00 AM onwards. This meeting was attended by representatives from eight (08) Chartered Accountant (CA) firms. The list of representatives from the Office and the CA firms who participated in the meeting is enclosed as Annex to this document.

2. Subsequent to a brief introduction of the e-tender and scope of Concurrent Audit, various queries raised by the prospective bidders/ interested firms were clarified by the Bank’s officials. Summary of the same is as under :

1. i) What is the eligibility criteria for applying for the tender?
ii) Whether firm/s which do not have a office in Ahmedabad can apply for the tender?
Eligibility criteria as mentioned at S. No. 5 of the tender document uploaded on RBI website and MSTC portal was reiterated by the Bank’s officials.
2. Are MSME firms exempted from depositing EMD for this tender? No.
Further, contents of the paragraph 10 of “Notice inviting E-Tender (i.e., S. No. 3 of the tender document) were reiterated by the Bank’s officials.
3. What is the criteria for selection in the event of a tie? Participants were requested to refer to para 2(e) of “Terms & Conditions” (i.e., S. No. 9 of the tender document).
4. The representative of a few firms raised concerns about the low remuneration for the concurrent audit. The firms were advised that the remuneration indicated in the tender document is the minimum monthly remuneration for the Concurrent Audit. The applications indicating less than the minimum monthly remuneration will be out-rightly rejected. The remuneration specified would be applicable for the period of the contract and will not be changed on renewal.
5. Please clarify the days and time for which the concurrent audit team needs to be present at the Office. Participants were requested to refer paragraph 6 & 7 of “Terms & Conditions” (i.e., S. No. 9 of the tender document) in this regard.
6. What amount/ limit to be mentioned in the banker’s solvency certificate for the tender process? CA firms have to submit banker’s solvency certificate of amount of estimated value (i.e. Rs. Rupees Twelve Lakh and Ten Thousand only) of the tender.
7. What is the process of handover of activities from the outgoing CA team? The CA firm, after the finalization of appointment, will be sensitized by the outgoing audit team in respect of the CA related activities. The detailed scope of work has already been provided in the Tender document. Further, if required, a training/awareness/familiarization session will be organised for the new team shortly after the commencement of work.
8. Whether the staff deployed to the Bank can be rotated? Participants were requested to refer paragraph 7 of “Terms & Conditions” (i.e., S. No. 9 of the tender document) in this regard.
9. What will be the role of CA firm in filing of various tax returns? Paragraph “D” (i.e. Taxation) of “Synopsis for Concurrent Auditor to undertake audit of the Bank criteria” as mentioned at S. No. 8 of the tender document was reiterated by the Bank’s officials.
10. i) Whether any particular software/ application to be used by the CA firm for preparing various GST/ IT returns?

ii) Whether the work needs to be done in CA firm’s own laptops?
i) The firm will prepare and file all GST/ IT returns of the Bank on respective GST/ IT portals of the government as per the mandated timelines.

ii) Laptops/ desktops will be provided by the Office.
11. Whether monthly certificates submitted by the CA firm have to be attested? Yes. The Concurrent Auditor should submit signed/ digitally signed monthly certificates with proper UDIN number.
12. What will be the procedure for submitting monthly concurrent audit reports? Participants were requested to refer paragraph 8 (i.e. Reporting Requirements) of “Indicative Scope of Work” (i.e., S. No. 7(b) of the tender document) in this regard.

3. All interested participants were advised to read the tender document and the tentative scope of work in detail. They were advised to register on the MSTC portal, as bids submitted on MSTC portal only shall be accepted.

4. Above clarifications are issued for the information for all intending bidders. Minutes of pre-bid meeting shall form the part of bid document/Agreement. All terms and conditions and specifications of the bid document shall continue to remain same.
