Pre-bid meeting for the captioned tender was conducted as per the schedule on September 27, 2024 at 11:00 AM in the Conference room of the Main office Building. The meeting was chaired by Shri. Shaji Krishnan K, Assistant General Manager, Estate Department, and he welcomed the participants to the meeting. The general terms and conditions such as pre-qualification criteria, EMD, PBG, RMD etc., were explained by AGM in detail. 3. Shri. Santhosh Kumar PS, Manager (Tech-Civil), explained in detail the technicalities involved in the work and item wise clarification of the schedule of quantity. 4. Subsequently, queries, were invited from the participants regarding the tender. The details of the queries raised by the Contractors and clarifications of the Bank are tabulated below: Sl. No. | Query | Bank’s Clarification | a | Time of Completion of work | It was informed that the time of completion of work is 4 months and accordingly contractors have to plan the work by mobilising labour & materials. The vendors were advised to adhere to the timelines provided in the tender document. | b | Clarification regarding similar works | It was informed that, as stated in the tender document, similar work shall mean “Civil works of building viz. General repairs, repainting, renovation, addition/alteration, structural repairs”. Hence, the tenderers whoever has experience in the stated works shall be eligible to appear for the tender subject to the prequalification criteria. | c | Whether rope access painting will be allowed? | It was informed that rope access painting will not be allowed. Contractor has to strictly erect tubular self-standing double scaffolding with safety net arrangement for taking up any work which is not accessible from ground level with a single ladder of 8 feet long. Painting work shall not be allowed without said arrangement. | d | The details of civil works to be carried out | It was informed that major portion of the work shall be repainting works and minor Civil/ structural repair works associated with same are also included in the scope of work in the tender. Further it was added that Heat reflective painting on the roof area of residential blocks are also included in the schedule of quantities of work. | e | Timeline regarding settling of bills | It was informed that the bill will be settled within 45 days of acceptance of the proper invoice by the Bank. | f | Details regarding EMD | The EMD submitted by successful bidder shall be released on awarding the work and after the submission of PBG. EMD of all other tenderers, shall also be released on that time. Deductions, if any, on EMD shall be as detailed in the tender. | 5. Contractors were apprised that the bidding shall be done by the contractors after having a site visit to avoid non-workable bidding. Further, they were advised that the tender documents should be uploaded in e-Tendering portal well before the last date of bidding to avoid any last-minute errors/rush and also informed that the EMD for the work should preferably be transferred in the form of NEFT to the account provided in the Tender Document. The vendors were also advised that the bidding shall be entered by downloading the excel sheet uploaded by Reserve Bank of India in the MSTC portal. The item wise rates should be entered excluding GST. 6. Bidders shall note that, all the above clarifications provided by the Bank during the pre-bid meeting, along with details indicated in the Tender document shall form part of the Tender/Contract. 7.
