Minutes of Pre-Bid Meeting - Interior Renovation Including Civil, Electrical and Air Conditioning Work at Second Floor Main Office Building, Reserve Bank of India, Belapur Navi Mumbai- Phase II

(RBI/Belapur Regional office/Estate/3/24-25/ET/471[Interior Renovation Belapur])

The Pre-Bid meeting for the captioned tender was held on October 28, 2024, at 15:00 hrs. Total-5 firms participated in the Pre-bid meeting. List of participants given in Annex-1.

2. DGM (Estate) in his inaugural address welcomed the representatives of the firms and briefed the forum about the captioned work. The Bank Officials also explained various aspects of the tender which needs to be taken care by all the intended bidders during submission of their bids. Thereafter, all the doubts / queries of the firms were discussed in detail.

3. Firm-wise doubts / queries along with the clarifications provided by the Bank are tabulated hereunder:

i) As per the clarification, tender clause is amended as under:
Water and Electric power supply for work.

The Bank will make available water and electricity power supply required at one point free of charge. Contractor shall make their own arrangement for further extension of connection if any with safety fixtures. No extra amount will be paid for the same.

ii) The Mathadi and Labour Charges are to be borne by the contractor.


iii) EMD has to be paid by all intending bidders by 15:00 hrs. on November 11, 2024. There is no exemption provided to MSMEs for submission of EMD amount.
2. M/s Amit Interior i) Bill of Quantities (BOQ)- Point No 7 – Unit of Measurement is given in KG, how the payment will be made? i) It was clarified that the payment will be made to the contractor based on actual consumption of material in Kgs. (i.e. PMM) for the tender item no. 07.

x) BOQ – Item No 7 – which material is required to be used?

xi) BOQ - Item No 43- Make of Acoustic Panel
i) The approved makes of material are to be used as per the specifications mentioned in the tender document.
Further, it was advised to all intended bidder to visit the site for better understanding of the scope and specification of work.

(ii) In addition to the definition of Basic Rates provided in Clause SC 18 of Section VI of the Tender Document, it was clarified in the meeting that the Basic rates needs to be considered exclusive of GST. In the BOQ also the rates provided are exclusive of GST. The revised tender clause (SC-18) may be read as under:

“The said prices are ex-Godown and are inclusive of all applicable taxes (except GST) and duties levied by Government or any other statutory body and excluding transportation to site, loading, unloading, storing and handling etc. The rate quoted for the items shall include transportation to site, loading, unloading, storing and handling etc. (ex-Godown referred here will be dealer’s Godown or Rail head within the Municipal or city limits or the city where the work is being done)."

“Further, it was clarified that the items for which basic rates are provided, the payment will be made as per the tax invoices of the materials used. Contractor needs to take approval of the materials before placing the order."

(iii) It was informed in the meeting to the contractors that the Basic Rate would not be provided for Granite. However, it was clarified that shade and thickness of granite stone would be similar / matching to the existing shade and thickness of granite stone provided for jambs, sill and soffit of windows work done in Phase-I.

iv) The height of the skirting considered for the tender Item No 11 is 150 mm.


v) It was informed and clarified that the balancing laminate of 0.8 mm thick is to be fixed at all internal faces of MDF board.
No change in specification is considered by the Bank in this regard.

vi) 165 Nos of Baffle Board each of size 300x1200mm are to be provided. The approved makes of baffle boards may be read as:
  1. Continum
  2. Tenco
  3. Unidus
  4. Eomac, etc. or any other approved equivalent

vii) Plumbing Items to be used for the Item No 30 (I to VIII) may be read as under:
i. Jaguar (Kubix Series), Hindware (Contesa Series), Kohler make or any other approved / equivalent make.

viii) The Makes of Material to be used for Modular Door is mentioned under the list of acceptable makes of materials.
Basic rate for tender item no-38 is ₹95,000/-considering supply of entire system excluding installation, GST, transportation etc., as per the Basic Rate definition indicated in the tender.

Basic rate for item no-39 ₹3,13,950/- considering supply of entire system excluding installation, GST, transportation etc. as per the Basic Rate definition indicated in the tender.

ix) It was informed by all the bidders that tender drawings are not legible. The legible tender drawings are uploaded on MSTC portal with this Corrigendum / minutes.

x) Polymer Modified Mortar (PMM) needs to be used for this BOQ item.

xi) The approved makes of Acoustic Panel may be read as :
  1. Continum
  2. Tenco
  3. Unidus
  4. Eomac, etc. or any other approved equivalent
4. M/s Vaishnavdevi Furnishers i) BOQ - Item No 18 & 19-Area of the Window

ii) BOQ – Item No 41B-Makes for Curved Glass Door

iii) Condition of Solvency
i) 300mm(approx.) width granite of existing shade provided in Phase-I may be provided in Window Jambs sill and soffit.

ii) The makes of material to be used for curved glass door is Dorma Caba or other equivalent.

iii) It was clarified that the condition of Solvency will be as per the terms and conditions mentioned in the Tender. No change in this regard is acceptable to the Bank.

4. These minutes of pre-bid meeting / corrigendum shall form the part of Bid document and Agreement/ Contract.

5. The terms, conditions and specifications of the tender/ Bid document shall continue to remain same unless otherwise stated / clarified in this corrigendum.

6. The above clarifications are issued for the information and necessary action for all the intending bidders.

7. The submission of bid by the firm shall be construed to be in conformity to the tender/ Bid document and Amendments/ Clarifications given above.
