E Tender No: RBI/Chennai Regional office/Estate/18/24-25/ET/460[SITC of 5 Nos AHU at MOP] A ‘Pre-Bid Meeting’ of the intending bidders and Bank’s officials, for the captioned work was convened as per schedule at 11:00 Hrs. on November 06, 2024. List of the officials of Estate Department and intending bidders who attended the pre-bid meeting is given in Annexure-B. The following queries were raised by intending bidders during the pre-bid meeting. Clarifications given by the Bank with respect to query raised are furnished below. | Sl. No. | Query raised by bidders | Bank’s clarification. | | 1 | Material to be used for holding frame of filters? | Aluminium or Stainless-Steel. | | 2 | What is the preferred class for insulation of chilled water pipeline? | 25mm thick Class “O” nitrile sheet insulation. | | 3 | What is the nominal useful life of UV Lamps? | The useful life of UV lamps shall be minimum 9000 hrs. | | 4 | What is the thickness of aluminium cladding of chilled water pipeline? | The insulation surface shall be finished with 26 gauge (0.4mm) aluminium sheet cladding. | | 5 | Which type of thermometer is preferred whether V form Thermometer (or) SS dial type thermometer? | SS Dial type thermometer can be incorporated. | | 6 | Space constraint is observed in the area of AHU for installation of damper, whether damper is mandatory? | Yes. The damper can be installed by modifying the existing plenum and ducts. | Further, clarifications from Bank’s side are as under 1) The bidders were clarified that there is a milestone chart for the captioned work. | Milestone No. | Milestone Financial Progress (Milestone Target amount) | Time for achieving (Due date) | Amount to be withheld in case of Non-achievement of the Milestone | | First | 1/4th amount of the contract Value | 1 month from the date of commencement | In the event of not maintaining desired pace of progress and not achieving Milestone Financial Progress (as assessed from running payments), an amount of equal to the value arrived using the below mentioned methodology shall be immediately withheld from the dues of the contractor for failure to achieve (on stipulated date) the first milestone | | Second | 3/4th of contract value | 2 months from the date of commencement | In the event of not maintaining desired pace of progress and not achieving Milestone Financial Progress (as assessed from running payments), amount withheld, if any, for not achieving first milestone + another amount equal to the value arrived using the below mentioned methodology shall be immediately withheld from the dues of the contractor for failure to achieve (on stipulated date) the second milestone | | Third | Full and Final Value of the work done | 3 months from the date of commencement | LD shall be levied depending upon overall actual extent of delays attributable to the contractor’s actions at the rate of 0.25% per week of delay. subject to a maximum of 10% of the accepted tender amount for the delayed/incomplete AHU. Any amount withheld against non-achievement of any milestone shall be adjusted in the LD.

Say, the liquidated damages is 0.25% per week of delay. iv. Withhold amount for not achieving Nth milestone A(N) = (0.0025/7)*(DR-DN)*(TN-T(N-1)) where T(N-1) will be zero if Nth milestone is the first in the series of delayed milestones. Gross Withhold amount for current RA bill: The withhold amount shall be calculated as follows: (a) Withhold amount for milestones achieved with delay till previous RA Bill = P
(b) withhold amount for milestones achieved with delay during current RA bill = Q
(c) withhold amount for milestone due but not achieved till current RA bill. = R P = A(1)+A(2)+…..+A(N-X-1) Q = A(N-X) R=(0.0025/7)*((DR-D(N-X+1))*(T(N-X+1)-T(N-X))+(DR-D(N-X+2))*(T(N-X+2)-T(N-X+1))+…………..…+(DR-DN))*(T(N)- T(N-1)) The value of A(N-X) will freeze for all subsequent bills till the Nth milestone is achieved. Note: (i) The withhold amount against not achieving milestone would remain withhold unless a milestone due on the RA bill date is achieved. (ii) The withhold amount would be released in case of achieving all due milestones on the RA bill date.
