Minutes of the Pre-Bid Meeting - Design, Supply, Installation, Testing and Commissioning of 15 KWp Grid Connected SPV Based Solar Power System for Reserve Bank Staff Quarters, Thamalam, Thiruvananthapuram

Pre-bid meeting for the captioned tender was conducted as per the schedule on November 20, 2024 at 11:00 AM in the Conference room at Estate Department. List of participants are as indicated below:

2. The meeting was chaired by Shri. Shaji Krishnan K, Assistant General Manager, Estate Department, and he welcomed the participants to the meeting.

3. Shri. Suresh Kumar K, Assistant Manager (Tech-Electrical), explained in detail the technicalities involved in the work and the item wise clarification of the schedule of quantity.

4. Subsequently, queries, were invited from the participants regarding the tender. The details of the queries raised by the Contractor and the clarifications of the Bank are tabulated below:

a Type of mounting structure It was informed that the mounting structure should be of Fixed Type, Tilt angle suitable to site, Foundation PCC, fixing type with SS 304 fastener with clamp fitted to provide rigidity to the structure.
b Clarification regarding who has to bear net connection charges It was informed that, as stated in the tender document, Net / SIM based Data logging system shall be provided by the vendor. The charges will have to be borne by the installer, till the completion of 10-year AMC period.
c Clarification regarding make of Solar PV module Solar PV modules should be supplied from the list of manufacturers and the models of solar PV modules listed by Ministry of New and Renewable Energy (MNRE), Government of India, as on 01.08.2023 or updated afterwards.
d Whether there is any exception for MSME towards payment of EMD? As the estimated cost is more than 10 lakhs, there is no exception to MSMEs.
e Clarification regarding payment terms It was informed that the payment, subject to statutory deductions, will apply to the contract as follows:

a. 60% of the quoted rate, on pro-rata basis against delivery of all the equipment and material at site and on submission of documents as mentioned in the tender.

b. Balance 30% of the quoted rate against erection of the system.

c. Balance 10% of the quoted rate against testing, commissioning of the system with net metering facility including necessary approvals from KSEB / CEIG and submission of BG as per clause No 27 of tender document.
f Clarification regarding the AMC period It was clarified that the AMC is compulsory for the first 10 years and will be extended thereafter based on mutual understanding between the Bank and the vendor.
g Clarification regarding periodic cleaning of solar panels and availability of water point. Cleaning of the solar panels must be carried out during DLP and AMC period as per periodicity mentioned in the tender. It was informed that water supply point will be provided by the Bank, near the solar panel on the roof.
h Clarification regarding location of Solar Panel Inverter and Net meter

1. The location of solar panels shall be on the terrace of the Community Hall.

2. The location of Solar Inverter shall be at the ground floor of the Community Hall.

3. Location of Net meter (to be provided) is in the Pump room (Connected Load is 25 KW).

4. Supply and laying of cable from Inverter to Net meter will be arranged by the Bank. However, termination of cable shall be arranged by the contractor.

5. Contractor was apprised that the bidding shall be done by the contractors after having a site visit to avoid unrealistic bidding. Further, they were advised that the tender documents should be uploaded in e-Tendering portal well before the last date of bidding to avoid last-minute errors/rush and it was informed that, the EMD for the work should be transferred in the form of NEFT to the account provided in the Tender Document. The vendor was also advised that the bidding shall be entered by downloading the excel sheet uploaded by Reserve Bank of India in the MSTC portal. The item wise rates should be entered excluding GST.

6. Bidders shall note that, all the above clarifications provided by the Bank during the pre-bid meeting, along with details indicated in the Tender document shall form the part of the Tender/Contract.

7. The meeting concluded at 12:00 PM.
