E-Tender No: RBI/ThiruvananthapuramRegionalOffice/Others/10/24-25/ET/804 The pre-bid meeting for the captioned work was conducted as scheduled on February 04, 2025 at 11.00 hrs in the OBO Conference Room, 1st Floor at the Reserve Bank of India, Thiruvananthapuram. The meeting was chaired by Shri S Sankar, Assistant General Manager, Issue Department. The following staff members of RBI and firm / prospective tenderers were present during the pre-bid meeting: Sl. The scope of work and salient features of the tender document were detailed by AGM, Issue Department. AGM, Issue Department informed that the contract will be valid for a period of one year (April 01, 2025 to March 31, 2026) and the participants were advised to go through the tender documents carefully and upload the stipulated documents. Further queries, if any, were invited from the prospective bidders regarding the captioned tender. 3. Details of the queries raised by the representative of M/s Cherry’s Tours and Travels and the clarification/comments of the Bank are tabulated below. Sl. No. | Queries / Proposals | Clarification furnished by RBI Official | 1 | Whether the technical bid would be applicable for M/s Cherry’s Tours and Travels as they are the existing vendor for the Office for supply of vans/mini-buses/taxis. | The technical bid will be applicable as this is a fresh tendering exercise and hence all the criteria stipulated in the tender document would apply equally for all the tenderers. | 2 | Whether it is mandatory that the vehicles provided should be less than 10 years old? This is because, fourteen-seater BS VI vehicles face issues in effectuating passive regeneration of Diesel Particulate Filter (DPF) under speeds of 80 kmph. Generally, a speed less than 80kmph is opted for remittance duty which in turn inhibits BS VI Vehicles, used for the remittance, from giving optimal performance. This has led to the company earmarking a couple of older vehicles for remittance duty and this arrangement has worked well. It is therefore requested to relax the criteria of 10 years in the case of 14 seater vehicles. | The mandatory criteria of allocating vehicles less than 10 years cannot primarily be relaxed since the quality and age (roadworthiness / fitness) of vehicles used in the remittances cannot be compromised. | 3 | Seven seaters as mentioned in the tender document can include vehicles of varying engine capacity. Will different rates be applicable for vehicles having different engine capacity. | As per the tender document, only one rate is mandated for seven-seater and the tenderer cannot quote different rates for seven seaters with varying engine capacity. | 4 | Is it mandatory to submit the solvency certificate showing the current net worth of the firm? | Submission of solvency certificate duly certified by the bank showing positive net worth as per the latest audited balance sheet is mandatory as stipulated in Section VI of the tender document. | 5 | Whether the 10-day advance intimation to Police personnel may strictly be put into practise? | Matters concerning security of the movement of treasure are of utmost importance. There cannot be any relaxation of the prescriptions of the Police in this regard. Hence, the vendors may correctly follow up with the Remittance Section through e-mails to effect remittances on time. | 5. Details of the queries raised by the representative of M/s Class One Tours and Travels and clarification/comments of the Bank are tabulated below. Sl. The mentioned vehicles are to be passenger vehicles which will be used by Bank’s representatives and Police Officials accompanying remittance of treasure. | 2 | According to the eligibility criteria, the vendor is mandated to possess minimum number of five 14-seater Vans/Mini buses and eight 7-seater Taxi cars enabled with Global Positioning System (GPS). Can these vehicles be leased or is it mandatory that the vendor should own the mentioned vehicle? | The vehicles shall either be owned or leased by the contractors. In case of leased vehicles, the lease of vehicles shall not expire during the contract period. | 3 | Will the EMD will be forfeited if any mistakes are reflected in the submitted tender document. | Tenderers are expected to take utmost care and ensure correctness of the information being provided in the tender. In case any of the information furnished by the Tenderer is found to be false during scrutiny, EMD of defaulting Tenderer(s) are liable to be forfeited. | 6. The above clarifications are issued for the information for intending bidders. Minutes of the pre-bid meeting shall form a part of the bid document / agreement. All the terms and conditions and specifications of the bid document shall continue to remain the same. Hence, it shall be signed and submitted along with the tender by the tenderers. Submission of bids shall be construed to be in conformity with the bid document and the above clarifications. | |
