Cancellation of Tender A Pre-bid meeting in connection with tender RBI/Hyderabad Regional Office/HRMD/4/24-25/ET/766, which was floated on both MSTC and RBI’s website on January 16, 2025 for the captioned empanelment was conducted at 03:00 pm on February 11, 2025 at VC Room, 1st Floor, RBI, Hyderabad. The meeting was chaired by Shri Avinandan, Assistant General Manager and the list of participants is placed at Annexure. 2. At the outset, Shri Avinandan, Assistant General Manager welcomed the participating representatives of Car agencies / Companies. They were apprised about the tendering process and advised to get their queries / doubts clarified in the meeting. 3. Clarifications on queries raised by prospective bidders in the meeting are furnished below: S. No | Queries raised by the bidders | Clarifications | 1. | As per para 3.5 of the tender document, whether the tendering firms / Agency / company should have at least 5 EVs owned by them only? | It was clarified that the Electric Vehicles may be owned by or be at the disposal of the agency. Atleast 5 Electric Vehicles fleet requirement are inclusive of both Sedan/SUV combined. | 2. | As per Annex IV of page 58, whether RBI, Hyderabad can certify the Client’s Certificate regarding Performance of Car Providing Firm/ Agency/ Company? | It was clarified that, as RBI, Hyderabad has invited for the tender, the organization shall not be certifying for its existing empaneled vendors in case they are applying for the captioned tender. | 3. | The Performance Bank Guarantee has to be issued during the submission of the bid? | It was clarified that as per para 26.1, the successful tenderer shall furnish along with the contract the Performance Bank Guarantee (PBG - 5% of total value of the contract) which is ₹4,50,000/- (Rupees Four lakh Fifty Thousand Only) in accordance with the Section VI (Standard Formats). The PBG shall be valid for a period of 60 days after the expiry of contract period. The EMD of such tenderer will be returned on receipt of PBG. | 4. | Is there any minimum number of engagement of clients/ Empanelment with Government Institutions/PSUs with the Car Providing Firm/ Agency/ Company is required for the tender process? | It was clarified that, as per para 1.4. (e) of the tender document, minimum three Clients / Empanelment with Government Institutions/PSUs are required to get minimum marks for this criteria in the technical bid evaluation. | 5. | Whether any relaxation will be provided in submission of EMD to MSMEs? | EMD exemption is applicable only for all the procurements (goods, services, work contracts) having an estimated cost of up to ₹10 lakhs. For the present e-Tender, the estimated cost of work is ₹90 lakhs, and therefore EMD exemption is not applicable. | 4.
