Minutes of Pre-bid Meeting - Electrical Maintenance & Operation (AMC) - Engaging Six Contract Electricians at Bank’s four residential colonies, Reserve Bank of India, Thiruvananthapuram

Pre-bid meeting for the captioned tender was conducted as per the schedule on March 19, 2025 at 11:00 AM in the Conference Room, 1st floor, Reserve Bank of India, Thiruvananthapuram. List of participants are as indicated below:

2. The meeting was chaired by Shri. Shaji Krishnan K, Assistant General Manager, Estate Department, and he welcomed the participants to the meeting.

3. Shri. Suresh Kumar K, Assistant Manager (Tech-Electrical) explained in detail the technicalities involved in the work.

4. Subsequently, queries, were invited from the participants regarding the tender. The details of the queries raised by the contractor and the clarifications of the Bank are tabulated below:

Sl. No. Query Bank’s Clarification
a Clarification regarding requirement of payment of PF, ESI, bonus etc. It was clarified that necessary statutory payments to staff must be ensured. The Contractor shall be responsible and liable for payment of salaries, statutory minimum wages and other legal dues to the persons who are employed for the purpose of rendering the services required by the Bank under the agreement.

Further, if any additional expenditure (as per the latest Govt. Notification available as on date, all statutory charges / levies / duties etc. and their possible escalation in future and any such expense which form part of the Contractor’s obligations as per the tender document or obligation(s) which is/are statutory in nature), is incurred by the firm, then the same should be considered by the firm while quoting the rate in item no. 2 of price bid (variable component).

The Bank reserves the right to verify the statutory payments as and when required and accordingly, the Contractor must have the necessary documents to submit in support of the same.
b Clarification regarding mandatory holidays Workmen may not be required to work on national holidays viz. Republic Day, Independence Day, and Gandhi Jayanti. These holidays shall be treated as Paid Holidays. However, if required to attend to any urgent works on said holidays, workmen may be granted compensatory off apart from salary for the day.

Further, in colonies, weekly off to be given on Sunday or any other day as required based on the work arrangement.
c Clarification regarding whether the customer will provide ladders and test equipment At Main Office building, all the tools / instruments including ladders and test equipment required for the work will be provided by the Bank and are to be maintained during the contract period and handed over to Bank on completion of the contract in good condition.

At the colonies, all tools / instruments required for the work such as Line tester, digital multimeter, screwdriver, spanner set, Test lamp, Plier, Hammer, Chisel, Tighter, stripper, knife, drilling machine, megger etc. are to be provided by the contractor at his cost. Ladders will be provided by the Bank.
d Clarification regarding un-priced bill of quantity It was clarified that the contractors while submitting the price bid, should quote the rates for the variable component exclusive of GST, in both the tenders. The system will automatically calculate the value inclusive of GST.

Further, in the tender for colonies, the Charges per single visit on Emergency Call (item no. 3 of price bid) should be quoted, exclusive of GST. The system will automatically calculate the total (for 16 tentative emergency visits), inclusive of GST.
e Clarification regarding insurance policies Contractor should take insurance cover of workmen compensation for their employees deployed at site in the joint names of the employer and the contractor (the name of the former being placed first in the policy), which should be valid during entire contract period. The Minimum cover under (Workmen Compensation Policy) shall be to the extent of wages paid to the workman deployed for the fulfilment of the contract.

An insurance policy covering third party liability shall be taken by the contractor to cover the loss/disablement of human life (persons not belonging to the contractor). This shall also cover the risk of damages to other's materials/equipment/properties including those, if any of the banks during construction/erection/commissioning of the said contract work at site. The value of third-party liability for compensation for loss of human life or full /partial disablement shall be of required statutory value for full and partial disablement and shall nevertheless cover such compensation as may be awarded by a court of law. Cover for damage to other's equipment/property shall be as approved by the bank. The bank shall be the principal holder of the policy along with the contractor. The bank reserves the exclusive right to assign the policy.

5. Contractors were advised to register themselves in MSTC portal well in advance prior to the start date of bidding. Further, they were advised that the tender documents should be uploaded in MSTC portal well before the last date of bidding to avoid any last-minute errors/rush. The vendor was also advised that the bidding shall be entered by downloading the excel sheet uploaded by Reserve Bank of India in the MSTC portal. The item wise rates (wherever applicable) should be entered excluding GST.

6. Bidders shall also note that, all the above clarifications provided by the Bank during the pre-bid meeting, along with details indicated in the Tender document shall form part of the Tender/Contract.
