An offline pre-bid meeting on the captioned e-tender was held at Reserve Bank of India (hereinafter referred to as the Bank) Panaji Office at Patto Plaza, Panaji, Goa on July 30, 2025 (Wednesday) at 1100 Hrs. The meeting was chaired by Shri M. Sivasailam, Deputy General Manager, HRMD, Panaji Office and attended by prospective bidders. The list of participants is furnished in Annex.

2. Deputy General Manager, RBI Panaji Office in the opening address, extended a warm welcome to participants and highlighted the salient features of the tender along with the expectations from the vendor. The following important features of the tender were highlighted:

  • The tenure of the contract will be initially for six months i.e., from October 01, 2025, to March 31, 2026, and may be further extended for a period of one year at a time for maximum two years i.e., up to March 31, 2028, subject to review and satisfactory performance of the vendor and at the same rates as quoted in the Financial Bid and terms and conditions as for the period October 01, 2025 to March 31, 2026.

  • The timelines as mentioned in the Schedule of the Tender were reiterated and informed to the representatives.

  • While submitting Technical Bid, no financial information should be submitted or else the Technical Bid will be disqualified.

Sr. No. Query Bank’s Response
1. Which document/ undertaking a firm can submit if it has less than 20 employees and hence, is not in possession of registration certificates? While applying, the bidder can submit an undertaking stating that should it be awarded the captioned tender, it will submit the required statutory documents/ registration certificates within reasonable time.
2. Will the Bank reimburse the transportation cost incurred for travel to and from the Bank’s premises, including the leased flats? No, the Bank shall not bear the cost of transportation. The bidder may consider the related cost/s while submitting the financial bid.

3. Will the Bank reimburse the cost incurred for laundry and purchase of cleaning material required for performing the work? The Bank will reimburse the cost of laundry incurred for performing the work only on the production of the original bills.

The Bank will purchase the cleaning material itself and provide the same to the vendor.

4. What is the cut-off date for Solvency certificate? The bidders should submit valid solvency certificate alongwith the other documents while submitting the bid.

5. Are MSME registered firms exempted from depositing the EMD amount? No, all the bidders are required to deposit the EMD amount as mentioned in the tender document.

6. Who shall pay for the food and beverages served in the Bank’s VOF and THH?

What are the timings for breakfast/ lunch/ dinner?
The payment for food and beverages in the Bank’s VOF and THH shall be made directly by the occupant to the contractor.

7. How shall the Housekeepers be divided? As per requirement of the work;

8. What shall be the frequency of cleaning duty at the Bank’s Leased Flats? Weekly/ Monthly.

9. Whether the Welcome Kit needs to be provided in a kit bag/ pouch and whether the kit bag/ pouch would be provided by the Bank? Yes, the Welcome Kit needs to be provided in the kit bag/ pouch which shall be provided by the Bank to the vendor on usage basis.

4. Deputy General Manager, RBI Panaji thanked all the participants and advised them to submit their bids well in advance to avoid last minute technical glitches, if any, on the MSTC portal.
