Supply of trucks / vehicles for transportation of boxes containing treasure / currency notes

1.1 The Regional Director, Reserve Bank of India, Chandigarh invites sealed tenders in Two Parts from reputed and experienced transporters for supply of trucks / vehicles for transportation of boxes containing treasure / currency notes from:

  1. Railway Station/ Airport in Chandigarh/ Panchkula/ SAS Nagar/ Jammu/ New Delhi/ any other place or any other office of Reserve Bank of India to Reserve Bank of India, Chandigarh

  2. Reserve Bank of India, Chandigarh to Currency Chests of various banks in Punjab, Haryana, Himachal Pradesh and U.T. Chandigarh

  3. Reserve Bank of India, Chandigarh to Railway Station/ Airport in Chandigarh/ Panchkula/ SAS Nagar/ Jammu/ New Delhi/ any other place in Punjab, Haryana, Himachal Pradesh and U.T. Chandigarh or any other office of Reserve Bank of India

The treasure/ currency notes are to be supplied by road by using Global Positioning System (GPS) enabled, strong full metal covered vehicles having loading capacity of approx. 10 tonnes with doors and locking arrangements as specified in detail in this tender. The contract shall be valid for 11 months i.e. from May 01, 2017 to March 31, 2018 and will be extendable for a further period of two years at the option of the Bank by extension of one year each on satisfactory performance.

1.2 Part-I of the tender will be sealed in one cover superscribing “Part I – Tender for supply of trucks / vehicles for transportation of boxes containing treasure / currency notes - Scope of Works and Commercial Conditions”. Part II will be sealed in another cover superscribing “Part II – Tender for supply of trucks / vehicles for transportation of boxes containing Treasure / currency notes - Price Bid”. Both these sealed covers, will further be sealed in another envelope superscribing ‘Tender for supply of trucks / vehicles for transportation of boxes containing Treasure / currency notes’ and addressed to The Regional Director, Reserve Bank of India, Central Vista, Sector 17, Chandigarh 160017. The tenders, duly sealed, may be deposited in the ‘Tender Box’ kept in the Issue Department, Reserve Bank of India, 1st Floor, Central Vista, Sector 17, Chandigarh 160017 before 3 PM on March 27, 2017. No tender will be received after expiry of the stipulated time under any circumstances whatsoever. Tenders submitted through Fax and E-mail will not be accepted.

1.3 Constitution and eligibility of the tenderer:

  1. Minimum three years’ experience in undertaking transportation work;

  2. Minimum annual turnover of Rs.7.50 lakh during the last three years supported by audited financial statements;

  3. An office setup at Chandigarh, Panchkula or SAS Nagar for execution of the contract in case contract is awarded to the tenderer and for supply of vehicles to carry out the scope of work mentioned in the tender document.

1.4 Tender Document can be obtained from the Remittance Section, Issue Department, Reserve Bank of India (RBI), Chandigarh from March 06, 2017 to March 27, 2017 between 10.00 AM and 2.00 PM (excluding Saturday and Sunday or public holiday) or may be downloaded from RBI website www.rbi.org.in under the link “TENDERS”. However, if any change/ modification in the tender form is found subsequently, such tenders shall be liable to be rejected/disqualified.

1.5 Part I of the tenders will be opened on March 27, 2017 at 4 PM in the presence of tenderers or their authorized representatives, who chose to be present. Price Bid (Part II) of only such of the tenderers who are found eligible after scrutiny of their Part I of the tenders will be opened on a subsequent working day, which will be intimated to all the eligible tenderers.

1.6 Part I of the tender should, inter alia, contain the following:

(i) Earnest Money Deposit (EMD) of Rs.30,000/- (Rupees Thirty Thousand Only) in the form of Demand Draft / Pay Order drawn on a scheduled commercial bank favouring Reserve Bank of India, Chandigarh payable at Chandigarh. If the Tenderer, after submission of the tender, demurs or deviates from his/their offer or modifies the terms and conditions thereof, EMD shall be forfeited. EMD shall be returned to all the bidders after completion of tendering process without interest.

(ii) In case of company/firm, Power of Attorney/Authorisation (supported by resolution) with the seal of the company/firm in the name of the person signing the tender documents.

(iii) Documentary evidence / certificate in support of the claims made in relation to the eligibility conditions /criteria given in this Tender Document

(iv) Any other relevant information, the tenderer wishes to furnish should be submitted separately on letter-head.

1.7 The Bank is not bound to accept the lowest or any other bid and reserves the right to reject any or all the tenders without assigning any reason thereof.

1.8 In case any clarification is needed, the intending tenderers may contact the Remittance Section, Issue Department, RBI, Chandigarh.
