The Pre-bid meeting for the captioned tender was held as per schedule. on December 30, 2025-11:00 Hrs. at Video Conference Room, 2nd floor, Reserve Bank of India, Bhubaneswar. The following staff members of RBI and firms/prospective tenderers were present during the pre-bid meeting:

2. The queries raised in the pre-bid meeting and clarification given by the Bank are as follows.

1. Whether exemption of Earnest Money Deposit (EMD) is allowed for the firms registered with NSIC certified/covered under MSMED Act, 2006. No exemption for EMD is available for this tender to any category of bidder including MSMEs.

Please refer to Para (f) of Schedule of Tender (SOT) of the Tender Document.
2. Who will Liaison with Bhubaneswar Municipal Corporation (BMC) for dumping of garbage. Please refer to Para (2) of Clause 2.10 of Section II which clearly states that:

"The contractor has to make his own liaison with BMC and obtain necessary permission for dumping of the garbage. The cost for the same will be borne by the Contractor".
3. Whether experience gained by the bidder by way of subletting the contract will be considered as experience under "Annexure II (A) - List of similar works". It is clarified that experience gained through subletting of the contract shall not be considered as valid experience for the purpose of meeting the eligibility criteria under Annexure II(A).
4. Details regarding list of consumables and machinery required for cleaning and other works. Please refer to Annexure VIII (Para A to J) of the tender document.
5. Whether dedicated garbage yards are available in all the four premises. Yes, dedicated garbage yards for dry and wet waste are available at the Bank's Main Office Premises (MOP) as well as at all three residential colonies of the Bank.
6. Whether submission of LT/HT License copy of the bidder is mandatory to be submitted before submission of bids. Please refer to Clause 2.5(3)(e) of Section II of the tender document.
7. Whether Client's signature is required in the Annexure II (A, B&C). No.

The prospective bidders are advised to upload the duly filled Annexure II (A, B & C) along with the supportive documents (workorders and client certificates) in the MSTC portal as part of the Techno-Commercial bid.

3. Firms were advised to adhere to the eligibility Criteria and all terms & conditions mentioned in the tender document. Further, the bidders were instructed to carefully undertake the bidding process on the MSTC portal and ensure that they are registered on the MSTC Portal (version 3). In case of any issues while undertaking the bidding for the captioned e-Tender, bidders were advised to coordinate with MSTC Support Personnel as per the details provided in the tender document.

4. All the above-mentioned points were noted and agreed by the representatives of the respective firms.

Please note:
This document (Minutes of the Pre-bid meeting cum Corrigendum) shall form a part of the tender. Hence, it shall be signed and submitted along with the tender by the tenderers.
Rest of the terms and conditions and specifications as mentioned in the tender documents shall continue to remain the same.
The above amendments/ clarifications are issued for the information of all the intending bidders.
The submission of bid by the firm shall be construed to be in conformity to the bid document and amendments/ clarifications given above.
In case any vendors have already uploaded their bids to the MSTC portal before issuance of this Minutes of the Pre-bid meeting cum Corrigendum, they are advised to revise their bids and re upload their bids to the MSTC portal.
