Minutes of the Pre-bid meeting - Annual Service Contract for Providing Private Security Service Personnel (Unarmed Private Security Guards / Security Supervisor) at RBI Bengaluru and Bank’s Staff Colonies at Bengaluru

The Prebid meeting for the captioned tender was held on February 10, 2026 at 10:00 Hrs. The following staff members of RBI and firms/prospective tenderers were present during the pre-bid meeting:

2. The following queries/proposals were raised in the pre-bid meeting:

i. Whether NFH (Double wages) will be provided by RBI? National Festival holidays as per the instructions of Central Government will be reimbursed by RBI
ii. How are the minimum wages determined? The minimum wages as per the guidelines of Central or State Government (whichever is higher) will be reimbursed by RBI.
iii. Will the Bank consider changes in costs/ operations as per new Labour Law Reforms including Gratuity payments etc? Bank will adhere to the New Labour Law reforms as applicable upon implementation and as per instructions of Central Government and RBI, Central Office.
Any subsequent increased cost incurred towards implementation of these reforms will be eligible for reimbursement subject to the prior approval from the Bank.
iv. Whether MSME bidders are exempted from remitting EMD for this tender? No.
v. In page 87, point 4 mentions 62 security guards, however at rest of the places it is mentioned as 64 security guards. Which is the exact number? Point 4 on page 87 stands corrected as 64 security guards.
vi. In the Evaluation matrix (Page 20), how will the manpower working under an institution be verified? Each Institution participating in the tender must submit Electronic Challan-cum-Return (ECR) statement (submitted to the EPFO every month) for the month of January 2026.
vii. As mentioned in page 31, should the agency provide walkie talkie to each supervisor and to one of security guard in each colonies? The agency must provide one smartphone as shift mobile (instead of the walkie talkie) at all the colonies.
viii. Whether credit worthiness certificate the same as solvency certificate? Latest solvency certificate issued by the respective bank could be submitted.
ix. On page 87, serial no. 4 has mentioned maintenance of all statutory obligations. What does it imply? It implies all the applicable statutory provisions for example ESIC, EPF, bonus, insurance etc. Bidders must consider the applicable statutory provisions while quoting for serial no. 4
x. When contractual employees’ salary exceeds the ESIC limit, will individual insurance amount be reimbursed? RBI will reimburse 3.25% of the basic wages and VDA. The vendor must provide suitable health insurance equivalent to the amount reimbursed and submit suitable policy document and receipt.

3. All the above points were noted and agreed by the firms. Firms were advised to adhere to the prequalification criteria and all terms & conditions mentioned in the tender documents.

Please note:
A This document (Minutes of the Pre-bid meeting) shall form a part of the tender. Hence, it shall be signed and submitted along with the tender by the tenderers.
B Rest of the terms and conditions and specifications as mentioned in the tender documents shall continue to remain the same.
C The above amendments/ clarifications are issued for the information of all the intending bidders.
D The submission of bid by the firm shall be construed to be in conformity to the bid document and amendments/ clarifications given above.
E In case any vendors have already uploaded their bids to the MSTC portal before issuance of this Minutes of the Pre-bid meeting cum Corrigendum, they are advised to revise their bids and re-upload their bids to the MSTC portal.
