The meeting was chaired by Shri. Santhoshkumar P S, Assistant General Manager (Tech-Civil), Estate Department, and he welcomed the participants to the meeting. 3. Queries were invited from the participants regarding the tender. The details of the queries raised by the contractors and the clarifications of the Bank are tabulated below: | Sl. Republic Day, Labour Day, Independence Day, and Gandhi Jayanti.” | | b | Clarification regarding Organic Waste Converter Operations | The operation of the Organic Waste Converter has to be carried out by the housekeeping staff. Further, the maintenance of the machine will be taken care of by the Bank. Para E of Section VIII of the tender may be referred to. | | c | Clarification regarding increase in statutory components owing to wage revisions | As mentioned in the para 2.1(II) of Section II of tender document, “the amount of hike in monthly contract amount, in proportion to the monthly duties, will be restricted only to the increase in Basic rates and Variable Dearness Allowance (VDA) and any other components which form part of wages or allowance which are statutory in nature viz. EPF, ESI, Bonus etc. which are dependent on the Basic rates and/or Variable Dearness Allowance (VDA) will not be considered by the Bank for the revision in monthly contract amount. The Contractor shall keep in mind the possible escalation of these statutory components other than Basic rates plus VDA and offer their best rates in such a way as to accommodate these incremental costs under the Price Bid. The decision of the Bank in the matter will be final.” | | d | Clarification regarding new labour codes | In terms of notification dated November 21, 2025 issued by Ministry of Labour and Employment it is stated that, ‘in line with the wide-ranging consultations carried out during the drafting of the Labour Codes, the Government will likewise engage the public and stakeholders in the framing of the corresponding rules, regulations, schemes, etc. under the Codes. During transition, the relevant provisions of the existing labour Acts and their respective rules, regulations, notifications, standards, schemes, etc. will continue to remain in force.’ | | e | Clarification regarding insurance policies | As mentioned in para 8.1 & 8.3 of Section V of the tender document “The successful tenderer shall take “all risk policy including third party liability" for the contract value and workmen compensation policy for the workers engaged in the work for one year and renewable thereafter if the contract is renewed by the Bank. The Contractor shall indemnify the Bank for any loss or damage that occurs to persons or building or any third-party during discharge of the duties as per the contract. Workmen compensation insurance policy for all the staff deployed shall also be taken with a minimum coverage of minimum wages or actual salary paid per employee. Copies of the same shall be submitted to the Bank for record.” “Third Party Liability Policy cover should be availed as per following details: a) For injury to persons – Minimum Rs 2 Lakh per person per accident b) For damage to property – Minimum Rs 5 Lakh per accident subject to overall ceiling as per extant Insurance guidelines.” For detailed information refer to para 8 of Section V of the tender document. | | f | Clarification regarding number of duties | The details of minimum requirement of duties are specifically mentioned under ‘Minimum requirement of duties per week’ under Section VIII of the tender document. | | g | Clarification regarding uniforms | As per para 6 of Section VII of the tender document, “every employee so engaged by the Contractor shall wear uniform and ID card while on duty. The Contractor should provide two pairs of distinct uniforms to his/her employees or agents different from the Bank's employees at the contractor’s cost. The uniform should have “HOUSEKEEPER” or “SUPERVISOR” stitched or embroidered on the jacket/shirt as the case may be and also logo of the contractor's firm/company and shall be kept neat, tidy and in a wearable condition.” | | h | Clarification regarding solvency certificate | As per para 1.2 of Section II of the tender document, “Solvency certificate issued by the applicant’s banker, specifically for the purpose of the work for a minimum amount equal to the estimated cost (₹2,60,00,000/-).” | | i | Clarification regarding in-charge of the entire housekeeping services | Supervisors deputed in Main Office Building have to take care of the overall management of the housekeeping services by coordinating with the Contractor. | | k | Clarification regarding use of cleaning products | As per para 2.2 of Section VIII of the tender document, “The contractor should use the Cleaning Chemicals (Cleaning of floors, toilet bowls, urinal pots, washrooms and other surfaces etc.), Hand Wash Liquid, Air Fresheners, etc. with the IGBC approved brands. Further, as per para 2.3 of Section VIII of the tender document “the materials and associated brand names or manufacturer mentioned in the tender document is indicative in nature. Contractor may use materials of equivalent standard other than those mentioned in the list with due approval from Bank.” | 4. Contractors were advised to register themselves in MSTC portal well in advance prior to the start date of bidding. Further, they were advised that the documents mentioned in the tender document should be uploaded in MSTC portal well before the last date of bidding to avoid any last-minute errors/rush. The vendor was also advised that the bidding shall be entered by downloading the excel sheet uploaded by Reserve Bank of India in the MSTC portal. The item wise rates (wherever applicable) should be entered excluding GST. 5. Bidders shall also note that, all the above clarifications provided by the Bank during the pre-bid meeting, along with details indicated in the Tender document shall form part of the Tender/Contract. 6.
