Housekeeping, Maintenance and Cleanliness of Wash Rooms and Toilets in the office of Reserve Bank of India, Bengaluru

Sealed tenders are invited under two-bid system by the Regional Director, Reserve Bank of India (Bank), Nrupathunga Road, Bengaluru -560 001 from reputed companies/ firms /agencies for providing the captioned services at the Bank’s office premises at the above mentioned address.

Tender forms/documents may be downloaded from the Bank’s website www.rbi.org.in under the link “Tenders”.

The tender shall be submitted as per the following instructions:

Cover – 1 shall be super-scribed as “Technical bid” for “Contract for Maintenance, Cleanliness, etc., of Wash Rooms /Toilets at Reserve Bank of India, Bengaluru” and shall contain the following:

  1. Application duly filled along with documents as mentioned there in (Annex 1- A)

  2. Particulars of company/ firm (Annex 1- B)

  3. Details of bankers in the enclosed format (Annex 1 - C)

  4. Demand draft drawn in favour of RBI, Bengaluru towards Earnest Money Deposit (EMD) of Rs.1,00,000/- (Rupees One Lakh only).

Tender document of bidders with incomplete application, without the required proof in respect of the conditions, invalid documents mentioned in the Annex 1- A will be summarily rejected. Also Tenders without the required EMD amount or tenders with an invalid demand draft etc will be summarily rejected. The Application which does not comply with RBI’s terms and conditions would be rejected as Non-Responsive.

Cover – 2 should be super-scribed as “Financial bid” for “Contract for Maintenance, Cleanliness, etc., of Wash Rooms /Toilets at Reserve Bank of India, Bengaluru” and should contain only the bidder’s quoted rates in Indian Rupees in the enclosed format (Annex 2) (Part-A, Part-B & Part-C) on the letterhead of the bidder along-with true copy of the document evidencing that the signatory to the technical and financial bid is authorized to do so for and on behalf of the bidder. Cover -2 will be opened only if Reserve Bank of India, Bengaluru is satisfied with the Technical Bid (Cover-1), which will be opened first. The financial bid should not carry any condition and commercial term. Price / rate only should be quoted in clear terms in the format given by Bank.

Cover -1 and Cover - 2 should both be placed and submitted in another sealed cover super scribed “Contract for Maintenance, Cleanliness, etc., of Wash Rooms /Toilets at Reserve Bank of India, Bengaluru” and addressed to The Regional Director, Reserve Bank of India, Human Resources Management Department,10/3/08 Nrupathunga Road, Bengaluru -560 001. If the bidder has not submitted two separate covers as noted above, the Bank will not allow bidder to take part in the tendering process. Tender documents will be received up to 3:00 pm on 07 June 2017. Part I (Technical Bid) will be opened on same day i.e. on 07 June 2017 at 4:00 p.m. in the presence of the authorized representative of the bidders, who choose to be present. Tenders will only be accepted when deposited in person in the Tender Box kept for the purpose in the Reserve Bank of India, Human Resource Management Department, Third Floor, 10/3/8, Nrupathunga Road, Bengaluru. If the last day of submission of tender happens to be a holiday, the tenders will be accepted on the next working day up to 3.00 pm as mentioned above. The tenders received after the above said date and time will not be considered.

The application form shall be signed by a person who is duly authorized to do so on behalf of the organization. Application containing false or inadequate information is liable for rejection.

The successful Agency shall execute an agreement on a stamp paper of required value for due performance of the contract within 10 days from the date of award of work. If the selected Agency fails to sign the formal agreement within 10 days of award of contract or fails to commence the work on due date, the letter of offer shall be treated as cancelled and EMD submitted by it shall be forfeited. The successful bidder will be required to provide security deposit of Rs.2,00,000/- (Rupees Two lakhs only) in the form of Performance Bank Guarantee for the duration of the contract. The Performance Bank Guarantee has to be furnished within 10 days of commencement of work. Failure to submit this guarantee or failure on the part of agency to perform its contractual obligations shall be treated as a violation and can lead to cancellation of the contract / invoking the guarantee as applicable. EMD of the successful bidder shall be returned on receipt of Performance Bank Guarantee by the successful bidder after signing the agreement. EMD of the unsuccessful bidders will be returned within 30 days of the award of the contract. EMD shall be forfeited if the bidder withdraws his bid during the tender evaluation process.

Before submitting the tender, the bidder may go through the general terms and conditions on which the work will be awarded by the Bank and is required to be executed by the successful bidder. The bidders may satisfy themselves as to the specified eligibility and other criteria. It may also be noted that the general terms and conditions are only indicative in nature and the same shall not restrain the Bank from imposing or requiring the tenderer to agree upon such further or other terms and conditions, or to alter, modify or omit those terms and conditions, as are considered necessary for the due and proper execution of the maintenance work being awarded under this tender.

The Regional Director, Reserve Bank of India, Bengaluru reserves the right to accept or reject any or all tender bids without assigning any reason what so ever and his/her decision will be binding on all the parties.
