Minutes of Pre-bid Meeting - Lifting and Disposal of shredded currency note briquettes/ shreds at Reserve Bank of India, New Delhi

E-Tender No. – RBI/Delhi Regional Office/Issue/2/25-26/ET/1113[Disposal of briquettes]

In line with our e-tender No. RBI/Delhi Regional Office/Issue/2/25-26/ET/1113[Disposal of briquettes] dated March 27, 2026, a pre-bid meeting was scheduled on April 24, 2026 at 11:00 AM at the Conference Room, Issue Department, Reserve Bank of India, 6 Sansad Marg, New Delhi – 110001 to clarify the queries, if any, of the prospective bidders.

The following queries were raised by the tenderers in the meeting and Bank’s response to the same is also provided below:

1 What is the quantity of briquettes to be lifted by the contractor and the shape of briquettes? Tenderers may be guided by Para 10 under Notes to Price Bid in Part II (Price Bid) in this regard which states that “Purely to illustrate the scope of work, it is clarified that the quantity in a year can vary from 1100-1300 tonnes. Activities/quantity/scope of works mentioned above are indicative only as per past experience and may vary in the future works. The said Activities/quantity/scope of works mentioned above will not be considered as basis for payments. Payments will be received on the actual work done basis only.”

The briquettes generated are cylindrical in shape measuring 5 cm in height and 9.5 cm in diameter.
2 The eligibility criteria stipulate a minimum of three (3) years’ experience in executing similar works during the last three years. Clarification sought on whether cumulative experience aggregating to three years over a longer duration (for instance, over the last ten or twenty years) would also be considered, if the tenderer had remained inactive for some period during last three years. No, the tenderers may be guided by Para 2.1 (b) under Section II of the tender document on Page no. 17 which states that “The bidder must be experienced, resourceful, financially sound and licensed entity (company/ partnership/ proprietary firm, etc.) having minimum 3 years of experience of executing similar works during last three years ending last day of the month previous to the one in which tender is invited.”
3 Whether any relaxations or concessions on minimum experience, turnover etc are available for MSME entities to encourage their participation in public procurement. All bidders shall be required to comply with the eligibility and other conditions as prescribed in the tender document.
4 Whether the need of solvency certificate of the tenderer by its Bank can be done away with in view of submission of Performance Bank Guarantee. No
5 Whether the solvency certificate issued by its Banker on an earlier date would be acceptable? In terms of Eligibility Criteria mentioned in Para 2.1e under Section II on Page no. 20 of the tender document, the bidder should furnish a solvency certificate issued by the bidder’s banker specifically issued for this work not prior to the date of issue of tender in Format 5.”
6 EPF registration must be made a mandatory eligibility criterion for participation in tenders, with the contractor’s EPF registration number being explicitly sought as part of the tender documentation. This could help ensure better compliance with statutory labour obligations, enhance transparency in contractor engagement, and promote uniform standards across all RBI offices. Tenderers may refer to Para 2.18 under Section II of the tender document which states that “The Contractor shall have a valid EPF Account for making EPF Contribution for its workmen.”
7 Whether the briquettes can be lifted by the contractor twice a week? No. The tenderer must lift the briquettes on a daily basis. Tenderers may refer to the Scope of Works under Section III on Page no. 37 of the tender document in this regard.

*All the tenderers were also advised to submit their bids on MSTC portal well in time in their own interest and not to wait till last date to avoid any last minute technical issue.
