Extension of Last Date of Submission

In connection with the captioned tender a pre bid meeting was held at 11:00 AM on December 13, 2018 in the Meeting Room, 4th Floor MOB, RBI, Ahmedabad. The meeting was attended by a representative of one firm viz.; Vehant Technologies and Officials of Estate Department.

The meeting was headed by DGM Estate who stated at the outset that the purpose of the meeting was to clarify any doubts/queries regarding the said tender. He informed the firm representative to clearly go through the Tender and submit/attach the necessary documents as required in Part I – Technical and Commercial requirements under Section III General Instructions to Contractors & Special Conditions.

The representative of Vehant Technologies drew attention to his mail dated December 11, 2018 seeking clarification on a few sections / clauses mentioned in the said tender. The issues raised in the mail and clarification by the Bank are as under:

1. The representative informed that the Firm is governed under the MSMED Act and requested that it be exempted from submitting Transaction Fee and EMD as per Government of India notification under MSMED Act. Not accepted. The representative was apprised that the notification is not applicable to RBI as RBI is a statutory corporation constituted under a Central Act i.e., Reserve Bank of India Act, 1934. It is the central bank of the country and as such does not come under the category of Government Departments or public sector undertakings to which the said instructions of the GOI are applicable and hence no exemption could be granted.

2. A request was made with reference to Point No. 9(a) (Time allowed for rectification) to kindly allow the rectification time 48/72 hours instead of Maximum 24 Hours / 72 Hours depending upon the type of defect as per clause 3.14 of Part I. Accepted. Partial modification – Minor defects 24 hours, Major defects 48 hours and Total breakdown 72 hours.

3. A request with reference to Point Nos. 5 & 6 (Guarantee Period / Services after sales) that Guarantee Period in Commercial conditions should be changed to Warrantee period so as to enable the Firm to replace parts which is not possible under the former. Not accepted.

4. A request for inclusion of name of Vehant Technologies, an Indian Vendor and similar other Vendors was made by the firm representative with reference to Point No. 12 (Approved make/model of machine). Agreed to the request to include equivalent makes complying all technical and commercial conditions.

5. A request for certain particulars of old X-ray baggage scanner machine was sought and the same were provided.

All the tenderers may kindly note that the above minutes of the pre bid meeting would form a part of the technical bid. A printout of the same should be taken and the sheet duly signed, stamped and should be enclosed with the Part I of the tender document.

As there were no issues raised by the participants and clarifications sought the meeting ended with a vote of thanks to the chair.
