Minutes of pre-bid meeting - Supply of closed metal body container, air-conditioned passenger vehicle and labour services for transportation and delivery of notes in Maharashtra and Chhattisgarh

The pre-bid meeting for the captioned work was conducted in Meeting room in Issue Department, Nagpur on February 25, 2020 at 11:00 AM in the presence of Reserve Bank of India (hereafter called as Bank) officials where the following prospective tenderers participated.

The following queries were raised by the tenderers in the meeting and Bank’s response to the same is also provided below.

1. Section III- Scope of Work
Point 1
Each container should have the storing capacity of 130-150 note boxes of various denominations or a mixing of note boxes of equivalent weight (16 ton each container). What will be the carrying capacity of containers? Containers of 16 ton capacity can carry 130 to 150 wooden/ steel or any other boxes.
2. Not provided in the tender document   How to quote the price? Who shall bear the Toll Charges? The rate per km quoted should be all inclusive, i.e. should include all applicable taxes, vehicle hire charges, labour charges, loading/unloading charges, insurance charges, charges for security arrangements, night detention charges, charges for return trip, minimum number of hours, toll charges etc BUT will be exclusive of GST. Contractor has liability to pay GST on forward charge basis at the rate of 18% on the transportation. GST will be reimbursed by the Bank. Hence, toll charges will not be paid separately as they should be factored in, while bidding.
For Air-Conditioned taxis, if the successful bidder is other than a body corporate than GST would be charged on Reverse Charge Mechanism basis.
3. Not provided in the tender document   Who will arrange the Police guards personnel? The Bank will provide Police guards.
4. Not provided in the tender document   What will be labour charges for carrying the boxes? Price may be quoted inclusive of labour charges.
5. Not provided in the tender document   What will be frequency of Notes remittance? It was clearly mentioned to the prospective tenderers that frequency of work depends entirely on the supply and demand for currency in the Nagpur Circle. Bank is not under any obligation whatsoever to provide any minimum value of work to the successful bidder. Therefore, the Bank has given the estimated cost to get the idea about the work.
