Minutes of Pre-bid Meeting - Requirement of Space for Accommodating Office Premises for Reserve Bank of India, Shimla Office on Lease Rental Basis

A pre-bid meeting for “Requirement of Space for Accommodating Office Premises of Reserve Bank of India, Shimla Office on Lease Rental Basis” was held on 13th December 2021 at 1100 hours at the Conference Hall of RBI, Shimla in physical mode.

2. The following queries were raised by the participants and clarified:

a. Page No. 14, Clause No. (g) Who will pay the water bills / tax. It was clarified that the water tax / bill will be borne by the lessor and the carpet area rate shall be inclusive of basic rent, water tax and all statutory charges excluding GST.
b. Page No. 12, Clause No. (k) One of the bidders raised the query regarding eligibility of his building comprising 2½ floors in reference to Clause No. (k), Page No. 12, the pre-qualification criteria of having lift mandatory for buildings with three or more floors. The bidder was informed to seek specific clarification in writing from the Bank furnishing the floor wise exact area of the building along with all supporting documents.
c. Page No. 14, Clause No. (e) GST registration is mandatory or not. It was clarified that GST registration is not mandatory at bidding stage. However, the successful bidders will be required to have GST registration.
d. Page No. 15, Clause No. (k) Who will provide the additional electric power Refer Para 1.4 (k) of Part-I, Section-II. It was clarified that the building should have sufficient electrical / power load sanctioned and made available to RBI. If required, additional electric power will have to be arranged by the Lessor at his I their cost.
e. Page No. 27, Clause No. (c) (ii) Does the lessor / bidder have the right to terminate the agreement. Participating bidders were advised to refer to Point 1 of Part-I, Section IV.
f. Page No. 16, Clause No. (u) What are the major alterations mentioned in Clause (u) of Page No. 16 Alterations that (a) may affect the structural portions of the Building, (b) may affect or interfere with the Building roof, walls, elevators or Building Systems, (c) may be visible from outside the Premises, (d) periodical maintenance or normal wear & tear of building (e) materially increases the cost to repair the Premises. Painting will have to done once in three years at the lessor cost.
g. Annexure- IV- Page No. 47 Query regarding the Power of Attorney Participating bidders were advised to refer to Para 8 (i) on Page No. 22 and Annexure IV on Page No. 47.
h. Annexure- V- Page No. 47 Who are required to submit the Bank Guarantee? It was clarified that the bidders who wish to deposit EMD by way of Bank Guarantee are required to submit Bank Guarantee in Annexure -V. They bidders may also deposit EMD by NEFT or by Demand Draft.
