Minutes of Pre-Bid Meeting - Empanelled Architects/ Firms of Architects who are Empanelled for the construction of Bank's Residential Project at Sitapur road Plot, Lucknow

Corrigendum

The Pre-Bid Meeting for Construction of residential flats in Sitapur Road plot, Lucknow was held on February 13, 2023 in Conference Room, 3rd floor, RBI, Lucknow.

2. At the outset, Shri Ankit Kumar Srivastava, AGM welcomed the participants to the meeting and invited queries, if any, from the empanelled architects regarding the captioned work. The queries put forth by the representatives and the clarifications issued are tabulated below:

They asked for exact site plan with mentioning of trees etc. Soft copy of Site Plan (PDF format) of the Sitapur road plot available with the Bank has been forwarded to architects on submission of an agreement/ undertaking on their letter head duly signed by authorised signatory. Further, the disclaimer mentioned in RFP page no. 5, is equally applicable to these documents also.
2. Request for permissible FAR, project site developed or not and Registry copy of the plot. Advise to confirm from Lucknow Development Authority (LDA) regarding site comes in developed area or not and for permissible FAR. Lease deed (free-hold or otherwise) may be shared after getting the clearance from legal cell.
3. Request for contour survey Contour map with mentioning of trees in the plot is available with Bank and same soft copy (PDF format) has been issued to all empanelled firms on submission of an agreement/ undertaking on their letter head duly signed by authorised signatory. Further, the disclaimer mentioned in RFP page no. 5, is equally applicable to these documents also.
4. i) Request for Approval fees and the fee for vetting of structural drawings

ii) Will Bank pay directly?
i) Fee for vetting of structural drawings shall be reimbursed as per clause no. Phase- IV on Page-47 of RFP.

ii) Bank will not pay directly to the approving authority but may reimburse against the receipt of documentary evidence.
5. Delays in approval from statutory bodies like LDA etc. which is beyond the control of firm. A clause should be mentioned that if the consultant/firm submits the documents to the statutory authority in time, they shall be indemnifying from any penalty for delays. Time schedule on page-48 to 50 of RFP shall be followed by the successful Project Architect, and time shall be the essence of contract.
6 Clarification asked for the difference between VOF & SRA As detailed in RFP clause 2.2.4.3 and 2.2.4.4, VOF (Visiting Officer Flat) and SRA (Single Room Accommodation) are fully furnished flats.
7. Clarity regarding the parking system. In RFP many types of system mentioned-stilt, podium or basement.
Further 220 parking may not be accommodated in stilt and providing podium on GF, cover a significant area on ground.
Bank’s requirement for minimum car parking units has been mentioned on page-39 of RFP Further, Architect shall confirm the same from local authority and incorporate any changes in their design as per relevant IS Codes and standards.
8. Request to revise the selection criteria and transform it into two separate stages where the first stage only comprises of technical assessment based on the presentation given by consultants along with the comments and design inputs recommended by bank’s side, and the second stage consists of assessment of technical and financial bid combined, on the revised design proposal of shortlisted consultants. No deviations will be accepted from Bank’s RFP. The architects will have to agree to the conditions which are acceptable to the Bank.
9. Request to change the weightage ratio of technical bid and financial bid to 80:20 respectively instead of 70:30 No deviations will be accepted from Bank’s RFP. The architects will have to agree to the conditions which are acceptable to the Bank.
10. Request for financial bidding criteria to be on Total Covered Area basis instead of Built-up area (BUA) basis OR on the basis of percentage of total project cost. No deviations will be accepted from Bank’s RFP. The architects will have to agree to the conditions which are acceptable to the Bank.
11. Shall the design of furniture be provided by Consultant? Architect Brief provided in the RFP for Project Architect directions.

The meeting was concluded with the vote of thanks from DGM (ED). Apart from above, the following queries received through e-mails are clarified as under:

1. It is requested to provide the Boundary Demarcations, Google location along with Survey Plan of boundary (if available), Soil test report (if available) and Property documents to examine the nature of the Property as per LDA Byelaws. Please refer to Table I serial number 1.
2. It is requested to provide a copy of the Rough estimate so as to ascertain the Specifications and items that have to be taken up. It will aid us in preparing the Detailed provisions in the drawings and BOQ. The firm shall prepare the estimate independently based on the details provided in RFP.
3. It is requested to kindly revise to the following:
The evaluation will be based on Quality-cum-cost-base system (QCBS). The technical bid will have a weightage of 90% and commercial bid will have a weightage of 10% to arrive at the composite scores.
Bank has decided the criteria and the proposal cannot be accepted.
4. Querier wish to apprise you that post-construction approvals fall under the ambit of the Contractor on board and the Architect consultant can assist the Client/Contractor for undertaking the various approvals and NOC’s. However, the receipt of Completion certificate should come under the Contractors scope.
Similarly, the preparation of all As Built Services drawings also comes under the scope of the Contractor and therefore this clause may kindly be suitably amended to the following:
On completion of entire construction works and assisting contractor/client for the receipt of ‘Completion certificate’ from the local bodies, no objection certificates from Statutory local bodies before occupation of the buildings and assisting contractor for preparation of all As Built Services drawings.
Bank has decided the criteria and the proposal cannot be accepted.
5. It is requested to kindly relook in to the payment schedule and keep a maximum of 5% amount at this stage. As already mentioned above, the role of the Architect Consultant is to assist the contractor in taking the approvals and therefore a 15% amount if being kept onto the last stage Is a bit harsh on the overall pricing of the consultant. Bank has decided the criteria and the proposal cannot be accepted.
6. Normally in CPWD Tenders the rate is taken on Per sqmts basis rather than the Number of apartments to be designed.
As the total development will also take into account the common amenities, Site development, Parking areas therefore it is requested to kindly change the payment schedule to per sqmts basis of Built-up area.
Recommendation accepted.
Revised format of the financial bid is attached as “Annexure- A”.
7. Is the design concept to be submitted along with the RFP Submission? Yes, the design concept is to be submitted along with the RFP Submission. Conceptual drawing along with RFP shall be submitted. Conceptual drawings comprising of: -
a. All floor plans including site plan
b. All Elevations
c. All Sectional details
d. Blown-up details at critical locations.
e. Computing Architectural Design Parameters viz. Design Efficiency (ratio of floor area to plinth area), Ratio of window area to floor area, Perimeter to plinth area, Ratio of road surface area to plot area etc.
f. Estimate, evaluate and analyze the values for the various Ecological & Energy efficient design parameters, viz.,
i. Building orientation analysis with respect to solar radiations and wind movement including Shadow Analysis & Wind Movement Analysis,
ii. Heat Analysis including surface to volume ratio to assess thermal performance of building,
iii. Ecological Study (Tree Plantation, Green area, etc.) including ratio of built form to open spaces,
iv. Disaster Management Plan,
v. Total Water Requirement, projections of total waste water & sewage & the disposal (Design of Sewerage Treatment Plant),
vi. Effect of the construction material on environment,
vii. Rain Water Harvesting & Storm Water Management,
viii. Solid Waste Management,
ix. Energy conservation techniques etc., and,
x. Any other relevant parameter.
g. Preliminary estimate of cost
h. Walk through presentation
i. Furnish Internal & External finishing concepts, and,
j. Soft & hard copy of 3 D model
Note: - 1. The conceptual Design has to be certified by a Licensed Architect stating that the same is in conformity with all the present local byelaws and is implementable
2. Architect/s shall be invited for detailed presentation of their concept/design before the Evaluation Committee on scheduled date.
8. Honorarium for all firms who qualify for opening of Financial Bid of INR 2,50,000/- each.
As a lot of effort goes into the preparation of RFP and design concept, it is requested to introduce an Honorarium for all firms qualifying for opening of Financial bid. All the firms involved a lot of time and Technical resources for preparing a design concept presentation and they should be suitably compensated in case of non-selection due to some reason or the other.
All major prestigious Organizations and GOI PSU’s have an Honorarium clause that is made to the un-successful bidders. It is therefore requested to kindly look into the same.
The matter will be communicated after approval from the competent authority.
9. Site Plan - Request you to provide the Topographical Survey Plan in editable format (Dwg), etc. Please refer to Table I serial number 1.
10. Please Provide Site Plan/ google location (preferably Auto CAAD), enable asses the site and prepare project presentation accordingly. Please refer to Table I serial number 1.
11. Cost for all the statutory approvals, licenses and permits are cannot be estimated at this point of time by the consultant therefore authority is requested to consider reimbursement of all such fees paid by consultant to other government departments. Please refer to Table I serial number 4.
12. Please Clarify that Concept Presentation is not required to be submitted on 13th March 2023. It is expected on the date of Presentation. Please refer to Table II serial number 7.
13. Request you to provide Site Plan & Google Coordinates Please refer to Table I serial number 1.
14. Kindly Clarify Project Site Developed or NOT & Please clarify Permissible FAR Please refer to Table I serial number 2.
15. Request you to provide the tentative site plan as early as possible for the commencement of conceptual
stage of design.
Please refer to Table I serial number 1.
16. Request you to provide the Key Plan and proper survey plan of the site with proper marking of trees and any other structure present on site as of now at the earliest, along with the site contour plan if possible. Please refer to Table I serial number 1 & 3.
17. Request for financial bidding criteria to be on Total Covered Area basis instead of Built-up area (BUA) basis OR on the basis of percentage of total project cost. Please refer to Table I serial number 10.

Above clarifications are issued for the information of all empanelled firms. Minutes of the pre-bid meeting shall form part of RFP. Rest of the terms and conditions shall remain the same.
