Comprehensive Annual Maintenance Contract for Providing Pest Control Services at Bank's Main Office and six residential colonies in Bengaluru

Corrigendum cum Minutes of the Pre-Bid Meeting

Reserve Bank of India, Bengaluru invites two parts tenders through e-Tender mode from eligible contractors who meets the minimum pre-qualification criteria specified below for the following work. The salient details of the work for which bids are invited and important instructions to the bidder are as under:

2. The intending bidder should have executed, similar works* of Comprehensive Annual Service / Maintenance Contracts, for providing pest control services, in large premises (having carpet area not less than 1 Lakh Sqm) of Public Sector Bank’s / Financial Institutions / reputed Commercial Establishments, during a period of 5 years prior to July 31, 2023 Copies of work orders & completion certificates, for works, done before the stipulated date, shall be uploaded along with Part I of the tender. The value of such executed works, shall be as under:

i. Minimum three works costing not less than the amount equal to 40% of the estimated cost

OR

ii. Minimum two works costing not less than the amount equal to 50% of the estimated cost

OR

iii. Minimum one work not less than the amount equal to 80% of the estimated cost

3. Minimum, yearly turnover during the last 3 years, shall not be less than ₹24.21 Lakh. Copies of audited financial statements for the last 3 years shall be uploaded along with Part I of the tender. The intending bidder should have full-fledged local office & service setup at Bengaluru, for rendering regular services. Full address and details of the local office & service set up along with copies of documents, in support of this shall be uploaded, along with Part I of the tender. The intending bidder should submit a ‘Solvency Certificate’ issued by the intending bidder’s Banker, specifically for the purpose of this tender for amount not less than ₹24.21 Lakh.

5. The bidders who fulfil the following minimum Pre-Qualification (PQ) criteria shall be eligible to participate in tendering process.

(a) Composition of the firm. Full particulars (whether contractor is an individual, or a partnership firm, or a company etc), of the composition of the firm of contractors, in details should be submitted along with name(s) and address (es), of the partner's copy of the Articles of Association / Power of Attorney / other relevant document.
(b) Work experience & completion of similar works of specified value during the specified period. Copies of detailed work orders, for the qualifying works, indicating, date of award, value of awarded work, time given for completing the work, etc. and corresponding completion certificates indicating, actual date of completion and actual value of executed, similar works, should be enclosed, proof of the work experience. The details, along with documentary evidence of previous experience, if any, for executing, works for the Reserve Bank of India at any Centre, should also be submitted.

(c) Creditworthiness of the contractor & their Turn over during the specified period Income Tax Assessment Orders along with the latest final accounts of the business of the contractor duly certified by a Chartered Accountant should be enclosed in proof of their creditworthiness and turnover for last three years i.e. 2020-21, 2021-22 and 2022-23.
(d) Service Set-up Certificate from the manufacturers/any other valid document in support of having a full-fledged service setup at the desired place should be enclosed. (if required).
(e) Name(s) and address(es) of the Bankers and their present contact executives. Written information, about the names and addresses of their bankers, along with full details, like names, postal addresses, e-mail IDs, telephone (landline and mobile) numbers., fax numbers, etc. of the contact executives (i.e. the persons who can be contacted at the office of their bankers by the Bank, in case it is so needed) should be furnished.
(f) Details of bank accounts Full details of their bank accounts, like account number, type, date of opening etc, should be given.
(g) Name(s) and address(es) of the Clients and their present contact executives Written information about the names and addresses of their clients along with full details, like names, postal addresses, e-mail IDs, telephone (landline and mobile) nos., fax nos., etc., of the contact executives (i.e. the persons who can be contacted at the office of their clients by the Bank in case it is so needed) should be furnished.
(h) Details of completed works The client-wise names of work(s), year(s) of execution of work(s), awarded and actual cost(s) of executed work(s), completion time stipulated in the contract(s) and actual time taken to complete the work(s), name(s) and full contact-details of the officers/ authorities / departments under whom the work(s) was/were executed should be furnished.

Notes:

(i) Components of work executed other than those included in definition of similar work (mentioned above) shall be deducted while calculating cost of similar work. Bidder shall submit abstract of cost of work in support of this.

(ii) In respect similar works, the completion certificate(s) and client certificate(s) issued by the private companies shall also accompany copy of Tax Deducted at Source (TDS) certificates. Bids received without the specified certificates shall be rejected and the Bank shall have the right to verify / cause verification of authenticity of the said documents whenever felt necessary.

(iii) Regarding client’s certificate for qualifying similar completed works carried out for Government / public sector companies, the certificate should be signed by the concerned Executive Engineer or an officer in an equivalent or higher rank. For qualifying similar completed works carried out for private companies, shall accompany Tax Deducted at Source (TDS) certificates has to be submitted for proving the credentials/contract amount.

(iv) Bank reserve its right to obtain the performance reports from the clients for the qualifying work(s), Banker(s) report of the Bidders directly, if so desired. The Bank on its own may also conduct inspection of their work eligible/qualifying works referred by the Bidder in their bid. The Bank shall evaluate the said reports before opening of the Part II of the tenders. If any tenderer is not found to possess the required eligibility for participating in the tendering process and/or her/ his performance reports received from her/his clients and/or her/ his bankers are found unsatisfactory, the Bank reserves the right to reject her/his offer even after opening of Part I of the tender and EMD shall be returned back to her/ him as it is.

(v) It is clarified that the work executed by the applicant for their in-house or capital use will not be considered for the purpose of work experience of completion of similar works.

(vi) If the space in the format is insufficient for furnishing full details, the same information may be furnished on a separate sheet of paper strictly as per the format prescribed by the Bank duly signed with seal, scanned and uploaded along with supporting documents.

(vii) Even, if no information is to be provided in a column, a ‘Nil’ or ‘No such case’ entry should be made in that column. If any particulars / query is not applicable in case of the bidder, it should be stated as ‘Not applicable’ Tender document shall contain all the enclosures mentioned and copies shall be self-attested.

(viii) The bid submitted by a bidder who is found to be not satisfying the above prequalification criteria will be disqualified. Bids containing false and / or incomplete information are liable for rejection.

(ix) The tender shall be opened in the presence of the authorised representatives of the tenderers who choose to be present at the time and place of opening of the tenders.

The Bank is not bound to accept the lowest tender and reserves the right to accept either full or in part of any tender. The Bank also reserves the right to reject any one or all of the tenders without assigning any reason, thereof.
