Corrigendum cum Minutes of the Pre-Bid Meeting - Empanelment of Suppliers/contractors for Civil / Electrical repair / Maintenance works and other works for Reserve Bank of India, Patna (2024-2027)

The captioned tender was published on October 27, 2023 through Press Notice and RBI website (www.rbi.org.in). In this connection, a ‘Pre-Bid Meeting’ for the captioned tender was conducted as per schedule at 13:00 Hrs. on November 02, 2023 in ‘Mantrana Kaksh’ Ground Floor, Reserve Bank of India, Patna. In this regard, a Corrigendum cum Minutes of the Meeting is issued as per below details.

iii) List of questions discussed in the meeting and clarifications/comments given by the Bank:

1. Whether is it mandatory to submit separate application for separate trade and category.

For example – If an applicant submits application for empanelment in Trade 1 (Civil work) Category 3 (₹5 - 10 lakh), will he need to submit separate application for lower categories (1 & 2).
It is clarified that, to automatically qualify for empanelment in lower categories than the one applied for, the applicant will have to clearly mention his/her willingness by clearly signing in the application form to get empaneled for lower categories in specific trade.

However, the applicant may choose to submit single application or separate one in this regard.

Illustration – If an applicant submits application for empanelment in Trade I category 4, he/she has to specifically mention his willingness to get empaneled for Categories 1, 2 & 3 in that trade. Hence, one application and one set of documents will suffice.
2. Applicant should furnish solvency certificate issued by the Applicant’s banker, specifically for the purpose of the empanelment/work, for an amount equal to 100% or more of the upper limit of the respective category for which Empanelment is sought.

In this regard, one of the applicants had raised a query that of which date solvency certificate is valid. Whether latest certificate is required to be submitted?
It was clarified that latest solvency certificate issued by his banker need to be submitted.

2. Further, applicant needs to ensure that contact details such as Name, designation, Branch Name and Mobile Number of the issuing bank should be mentioned on the certificate for the purpose of verification.

3. Non-verification of certificate will be considered as non-submission of the same.
3. For supply of manpower, both skilled or unskilled, the contractors should have license, Registration with Labour Department, registration with ESIC, PF etc. and should comply with all the acts, law, regulations etc. for engaging the laborer on daily basis

In this regard, one of the participants had asked that, for what amount of work ESIC certificate needs to be submitted?
It was clarified that ESIC registration needs to be submitted along with the application. Whereas, deduction of ESIC will depend on nature of work and prevailing minimum wages and guidelines issued by Competent Authority from time to time.
4. Minimum value of each similar completed work (Qualifying):

In this regard, a query was raised that as per tender document, if an applicant wants to apply for a trade category of work upto ₹2 lakh, whether completion certificate of three similar works of ₹80,000/- needs to be submitted?
It was clarified that categorization of works as per the amount is clearly mentioned in the tender document. The submission of completion certificate/client certificate will be as per the tender document only.

ii) It has been decided to extend the last date of submission of tender documents for the above-mentioned Tender up to 05:00 p.m. of December 06, 2023. The Tender will be opened at 02:30 p.m. on December 07, 2023.

Please Note:

  1. These minutes of pre-bid meeting shall form the part of bid document / Agreement.

  2. Rest of the Terms and condition and specifications of bid document shall continue to remain same.

  3. The above amendments / clarifications are issued for the information for all the intending bidders.

  4. The submission of application by the firm shall be construed to be in conformity to the bid document and amendments / clarifications given above.
