Minutes of Pre-Bid Meeting - Comprehensive Annual Maintenance Contract for Providing Pest control services at Bank’s Central Office Building, Fort, Mumbai

Corrigendum

A meeting on the captioned subject was held at 11:30 am on Tuesday, November 28, 2023 at 5th floor, Premises Department, RBI Central Office Building, Fort, Mumbai.

2. A brief of the e-tender and scope of work was explained to all the participants of firms. Queries raised or sent by email were discussed in the meeting and clarified by the officials. Summary of the same as under:

1 Mode of EMD submission and whether MSMEs are exempted from EMD submission. It was clarified that EMD can be submitted in the form of DD/NEFT/ BG as specified in the Schedule of Tender. It is also informed that as per Bank’s policy all the MSEs (Micro and Small Enterprises) are exempted from the submission of the EMD amount for this tender. However, such firms have to inform and submit the supporting documents prior to bid closing period i.e. 02:00 PM on 11.12.2023.
2 Safety rules -Mention of ladder - is to be provided /arranged by the contractor or RBI will provide? It was clarified that Contractor shall provide a proper uniform with firm’s name and designation along with safety shoes, hand gloves, usable ladders and other safety equipment etc. to their worker/employees engaged on site for identification & safety purpose as per Sl no. 19 under Clause 3.21 of Section III General Instructions to Tenderer.
3 Fire safety - Fire extinguishers are asked to keep, is contractor to arrange this. It was clarified that Fire extinguishers recommended and issued by fire officers shall be kept on the site as per Sl no. 7 under Section III (c), Fire Safety Code.
4 Bill of quantities -The quantities will be measured at year end. The monthly invoice shall be raised, enclosed with delivery challans of materials as specified in the BOI. It was clarified that the quantities specified in the BOQ is an estimation for whole year consumption. The payment will be done on actual consumption certified by the Bank’s officials and as per the rates quoted by the contractor in tender. Bills must be submitted latest by 10th day of the month following the month to which the bill pertains to along with all the supporting documents as mentioned in the tender elsewhere. Thereon, the payment will be made as per the Clause 4.5 “Payment Conditions” under Section IV – Special Instructions of the contract.
5 Renewal of contracts It was clarified that the contract will be renewed as per formula given in clause 4.1 “Criteria for Renewal of the contract and amount for AMC” under Section IV – Special Instructions of the contract. Further, it has also been informed that the formula for variation in material component given in tender will be read as:

VM = VMo X (EPIC -EPIP)/ EPIP

Where

VM: Material component amount for the current year

VMo: Material Component amount for the previous year

EPIC: Average of All India Wholesale Price Index for all commodities 6 months prior to the commencement date of contract for the current year

EPIP: Average of All India Wholesale Price Index for all commodities 6 months prior to the commencement date of contract for the previous year

3. Further, bidders were advised to ensure that they are registered on the MSTC Portal (version 3). Bidders were asked to coordinate with MSTC Support Persons and Premises Department Officials if they face any issue while undertaking the bidding for the captioned e-Tender on MSTC portal (Version 3).

4. It may be noted that Minutes of the pre-bid meeting shall form part of the tender. The submission of bid by the firm shall be construed to be in conformity to the bid document and amendments/ clarifications given above. All the bidders were also advised to upload the duly signed copy of the minutes of pre bid meeting along with tender and required documents on MSTC portal.
