Minutes of Pre-bid meeting - Empanelment of Car Hire Agencies for Providing Car rental services to Reserve Bank of India, Bhubaneswar

The Pre-Bid meeting for the captioned tender was held on November 28, 2023 at 11:15 AM in IBD Conference Room, Ground Floor, RBI, Bhubaneswar. The meeting was attended by the following persons:

2. The clarifications given by the Bank vis-à-vis the queries raised by the intending bidders in the meeting are as follows:

1. Not able to login/submit documents on MSTC portal. Intending bidders were advised to visit the MSTC site for latest version of MSTC. In case of any query, MSTC officials may be contacted.
2. Is power of attorney necessary to be submitted in case of a proprietorship firm? Yes. However, Power of attorney is not required in case proprietor is signing the tender documents himself/herself.
3. Is it required to sign on all the pages of the documents uploaded on MSTC portal? Can we put digital signature on the documents? Yes. Every page of each document uploaded on MSTC must be duly signed and stamped by authorized signatory. Tenderers are allowed to put digital signature also.
4. Prospective tenderer enquired on the minimum no. of taxis/cars required for being eligible in the tendering process. The intending bidders were advised to refer the Para 1.16 of the tender document.
5. In terms para 1.16 (iv) of ‘General Instructions regarding technical and financial bids’, the agencies should have an average annual turnover of not less than ₹50 lakhs during last three financial years. However, in point 6 of Part I of ‘technical bid by the tenderer’, the average annual turnover of the last three financial year is written as ₹40 lakh. It is clarified that; the intending bidders should have an average annual turnover of ₹50 lakh for last three financial year. Therefore, ₹40 lakh mentioned in para 6 of Part I technical bid by tenderer may be read as ₹50 lakh.
6. Is there any price escalation formula for increase in fuel prices? As per para 13 of broad scope of work and guidelines, the Bank reserves the right to extend the contract for further period (maximum two years, one year at a time) on terms mutually agreed upon. The rates shall be reviewed at the time of renewal of the contract in view of major changes that may occur in labour laws or Government decision affecting fuel pricing, inflation etc.
7. Any interest will be paid or not on performance bank guarantee of ₹2.5 lakh? As per para 1.21 of General Instructions regarding technical and financial bids, no interest will be paid on performance bank guarantee.
8. Whether any relaxation will be provided in submission of EMD to MSMEs? No. EMD exemption for companies registered under MSME is applicable only for all the procurements (goods, services, work contracts) having an estimated cost of up to ₹10 lakhs. For the present e-Tender, the estimated cost of work is ₹50 lakhs (exclusive of GST), and therefore EMD exemption for MSME is not applicable.

3. The meeting concluded with thanks to the representatives of participant Car agencies / Companies.

• All above points are noted and agreed by the bidders.

  1. These minutes of pre-bid meeting shall form the part of tender document/Agreement.

  2. Rest of the terms and conditions and specifications of the tender document shall continue to remain same.

  3. The above amendments/ clarifications are issued for the information for all the intending bidders.

  4. The submission of bid by the firm shall be construed to be in conformity to the bid document and amendments/ clarifications given above.
