Minutes of the Pre-Bid Meeting Cum Corrigendum - Supply of drugs & medicines to the Bank’s dispensaries at Chennai

The Pre-bid meeting for the captioned tender was held at 11:00 hrs on February 07, 2024 in the Bank’s premises as announced in the Notice Inviting Tender published in RBI website and newspaper. The details of the participants are listed below:

Shri Ravishanker B, AGM welcomed the participants and briefly explained various aspects of the tender and Bank’s requirements, which need to be considered while bidding. He apprised the house on the Addendum to the tender document placed in the Bank’s website and in MSTC portal on February 06, 2024 with respect to the Integrity Pact. Shri Elango, General Manager presided over the meeting. Further, he invited queries, if any, from the prospective bidders regarding the tender.

The queries put forth by the representatives and clarifications given by the Bank are tabulated below:

1. What is the time limit for supply of medicines? The time limit was mentioned in the tender document (page no.16) as three days. Consequent to discussions during the pre-bid meeting, Corrigendum is being issued to change the time limit as “The delivery of supplies in full shall be made within the time and place specified in the respective Purchase Order (PO).”
2. Are payment terms same irrespective of the status of the vendor (MSME / non-MSME)? It is clarified that the payment terms irrespective of the nature of the organisation will remain same.
3. Whether substitutes can be suggested and delivered in case of non-availability of a drug listed in the indent? In case of non-availability of a drug listed in the indent, Vendor shall intimate the same immediately to the Bank and the decision of the Bank’s Medical Officer to accept suggested alternative will be conveyed to them. No drug / medicine shall be substituted with alternative without the express consent of the Bank.
4. Since it is informed that the Bank may call for supply of appliances occasionally besides the medicines, a query was raised that whether the discount rate quoted for drugs will also be applicable for the appliances? Yes. The uniform discount rate will apply to all medicines, drugs and appliances.
5. Are we permitted to submit the Letter of Authorisation / Power of Attorney in our own format or should it be only in format prescribed in Annex VII? Yes, subject to the condition that all the clauses as enlisted in the Annex VII of the Tender Document are included in the document.
6. Whether successful bidder can authorise a distributor on his behalf to perform the supply activities? No.

Note: These minutes of pre-bid meeting and Corrigendum shall form the part of bid document / Agreement. Rest of the Terms and condition and specifications of bid document shall continue to remain same. The above amendments / clarifications are issued for the information for all the intending bidders. The submission of application by the firm shall be construed to be in conformity to the bid document and amendments / clarifications given above.
