6 General Queries What is the budget for the project? Cost Estimation is part of scope of work.
7 General Queries AV/IT consultancy is generally excluded from our Scope of works. Please confirm that this can be eliminated. Client to make a direct appointment for the same. Our scope of work will be restricted to coordinating with the appointed AV/IT consultant. Please refer to the reply given to the queries at Sr.No.1 to 4.

In view of this, no changes are considered in the scope of work.

2. Queries raised by Parelkar Ovalekar Parpia

1 Section-2: Introduction, Overview, Scope of Work and Bank Requirements: We are not undergoing any Structural changes, hence structural stability certificate for the entire building can be independently obtained through Structural Engineer along with this work, may not be included in our scope. The Bank expects the appointed Design Consultant / Project Architect to deliver Comprehensive Consultancy Services as listed under the scope of the work / the Bank’s Requirement.

In view of the above, no changes are considered in the scope of work.
2 It's a interior designing job with no structural changes so approaching Mumbai Municipality Ward Office may not be necessary, even if we do they will ask for many documents like original plans, PR Card etc + other unofficial charges, since this a RBI's project it can be handled at your end. This museum will be for public use. Necessary NOC from Statutory authorities such as Heritage NOC/ building proposal approval if any, needs to be obtained by the Design Consultant/ Project Architect. The Bank will provide the consultant with documents available.
3 We are not doing any external modification or changing the facade so Heritage NOC may not be insisted. It was claified that NOC from Statutory authorities such as Heritage NOC/building proposal approval if any, needs to be obtained by the Design Consultant/ Project Architect as per requirement, if needed.
4 Solid Waste Management (SWM) NOC with Bank Guarantee, what is the Consultants role in it? We are not doing any external sewerage work !! this may be deleted from our scope. No changes are considered in the scope of work.
5 The Bank's Requirement Digital Requisites: we are Architects/ Interior Designers we do not possess expertise in designing a web-site or developing an app or designing an logo!! There are Professionals who would do a better job than us. The Bank expects the appointed Design Consultant / Project Architect to deliver Comprehensive Consultancy Services as listed under the scope of the work / the Bank’s Requirement. In case, the Design Consultant / Project Architect does not have the personnel matching the Bank’s expectations, the appointed Design Consultant / Project Architect may appoint personnel/ firm/ company and/ or sub-contract the services. Subcontract of the services to be allowed only with the explicit approval of the Bank.
6 Section-4: Evaluation Criteria As mentioned in your brief the total area under consideration is 4000.00 Sft so considering approx cost @ Rs. 4000.00/ sft, so the total cost comes to around Rs.1,60,00,000.00 and we have to work alongside with various consultants to help us design New Galleries and an Experience Centre. So considering our fees @ 4.00% would be approx Rs. 6,40,000.00 + GST. The total fees of the Project Architect/ Design Consultant shall be as per Section 4 - Evaluation Criteria, sub-section E - Professional Fee.
7 We would like to draw your attention to Point No. 3, under Minimum Eligibility Criteria, you have asked Professional Fees received, in that case the estimated project cost has to minimum Rs. 15,00,00,000.00 (Rupees Fifteen Crores Only) to receive fees of Rs. 50,00,000.00 (Rupees Fifty Lakhs) considering fees @ 3.50%.

We request you to revisit the clauses 3 & 4 and other clauses related to it.
No changes are considered in the Minimum Eligibility Criteria.

Request you to revisiting this scoring criteria as ten years ago, digital capabilities and requirements were not as pronounced as they are today. The advancements in technology, the proliferation of digital platforms, and the increasing reliance on data-driven decision-making have significantly altered the landscape of our industry. Many firms with 10 to 20 years of experience have successfully navigated this digital shift and have developed robust digitization capabilities that may not be fully reflected in the current scoring system.

Also, there is no markings for those firms who have 10 - 15 yrs of experience. Please revisit this clause.
For Query 1: No changes are considered in the scope of work.

Section 4: Evaluation Criteria (B(5))

Certification level in green / energy saving building in rating system in any building works completed in the last 5 years as on 31.12.2023:

a. At least one project of Platinum rating= 10
b. At least one project of Gold rating = 07
c. At least one project of Silver rating = 05
Request you to please explain the importance of these criteria for the project as we are more than willing to provide an undertaking that ensures our compliance with green/energy-saving building clauses in our projects, irrespective of the specific certification level. This approach will allow us to contribute meaningfully to sustainable practices without being restricted by a rigid certification-based evaluation. We propose that, instead of placing significant weight on specific certification levels, the evaluation could consider a broader perspective on the firm's commitment to sustainability and energy efficiency. No changes are considered in the scope of work.
3 Profitability during the last five financial years

The applicant should be a profitable organization (on the basis of PAT) during any three of the previous five financial years namely FY 2018-19, 2019-20, 2020-21, FY 2021-22 and FY 2022-23.
Request you to adjust the profitability benchmarks, considering the financial challenges that many firms faced during the COVID-19 pandemic from 2020 to 2022. In light of these unprecedented circumstances, I propose evaluating the financial stability based on the positive net worth of either the most recent year or the preceding year, specifically 2022-23. No changes are considered in the scope of work.

4. Queries raised by Satyajit Rane and Associates

1   What is the estimated cost of the project? Cost Estimation is part of scope of work.
2 On Pg 12 following mention is there:-

Appointment of licensed structural engineer & obtaining of Structural stability Certificate for the said works/ structure in line with the MCGM rules/ guidelines.
The structural engineer will have to certify the structural stability for the entire building?

or

for just the said project i.e. the museum only.

Part structural stability is not advisable, the entire building will have to be considered.

Please clarify the requirement
Yes, the Structural Stability Certificate for entire building is required. Our work for project should take care of overall structural health.
3 Pg 12 and pg 36 following mention is there:-

j) 3D views, Computer walk through and scaled (1:100 scale) physical block model.

“…..Architectural model of the idea/proposed plan & other elements in the scale of 1:200; preparation and submission to the Bank two sets of identical Project Architectural model of the building in the scale of 1:100; The Project Architectural models…..”
On pg. 12 Model scale is mentioned as 1:100, whereas on pg 36 Model scale is also mentioned as 1:200.

Also on pg. 36, two sets of models are asked for a scale of 1:100.

Model is for the project or for the entire building?

Time given of one month is short for detailed model making.

Please clarify.
The scale of model is 1:100 and two models are required for project work

No other changes are considered in the scope of work.
4   Final Selection of Architect after presentation will be based on marks received in presentation or on status of L1 in financial bid? The selection of Design Consultant / Project Architect will be as per section 4 - Evaluation Criteria, sub-section C - Design Presentation Scheme.
