Minutes of the Pre-Bid Meeting - Comprehensive Annual Maintenance Service Contract for Operation & Maintenance of Sewage Treatment Plant installed at Staff Quarters, Baramunda, Bhubaneswar

Pre-bid meeting for the captioned e-tender was held on February 13, 2024, in the Video Conference Room, 2nd floor, RBI, Bhubaneswar, to discuss some clauses of the tender and to clarify queries, if any, raised by the interested vendors/ bidders. The meeting was attended by the following persons:

2. Discussions were held among the representatives of the Bank and Vendors, clarifications arrived thereof are tabulated below:

How to fill the Price-Bid MSTC Portal based Price-Bid Filling Process was explained to the bidders, which is illustrated below –

Lot i invites quote for “Wages of 02 Skilled workers for whole year considering wage of ₹832/- per day for 312 days”.
Lot ii invites quote for “Employer Contribution of EPF & ESIC at the rate of 13% on the wages quoted in Lot i” [EPF@13% is applicable while ESI@3.25% is NOT applicable in this scenario].
Lot iii invites quote for “Annual Administrative Cost” which, inter-alia, includes cost of uniform, amenities, compliances, consumable materials, profit margin, etc.
Lot iv invites quote for Annual - “Upkeep Maintenance Cost” which, inter-alia, includes costs of spares, tools, servicing components required for maintenance of the Plant.
Lot v invites quote for “GST @ 18% on the Sum of Lot i, Lot iii and Lot iv. (GST calculated on all items except EPF/ESIC)

They were further advised to quote annual rates only.

Major cases where cost to be borne by the Bank On enquiry, vendors were clarified that “Upkeep Maintenance Cost” shall include most of the costs to be incurred upon spares, tools, plant maintenance related servicing components, etc. However, in case of major breakdowns/ failures, replacement of major spare parts, media replacement of carbon filters and carrying out of water tests, the costs shall be borne by the Bank on the mutually agreed rates.
2. Clause 13 of Section-I of the Tender Document
& Schedule of Quantity/ Price bid on the last page of Tender Document
Conditions under which Financial Bid is liable to be rejected at the discretion of the Bank Vendors were informed that it is clearly written in the tender that “Quoting of all rates/ amounts is to be done with 2 decimal places without any round-off/ up/ down. If no decimal is present in quoted value, it shall be treated as having “.00” decimal place.’”
It was reiterated that Financial Bid is liable to be rejected at the discretion of the Bank if –
(a) the rate quoted in the 1st header/ lot is lesser than the Bank’s estimation of ₹5,19,168.00/- [i.e., (2*312*832)].
(b) the rate quoted in 2nd header/ lot is lesser than the Bank’s estimation of ₹67,491.84/- [i.e., (2*312*832) *0.13].
(c) the rates quoted in 3rd header-lot/ 4th header-lot/ any other header-lot is/ are zero or found to be unreasonable as per the view of the Bank.
3. Schedule of Quantity / Price bid Special Note: Selection criteria when two or more tenderers become the L1 bidder Bidders were informed that in the event of two or more tenderers become the L1 bidder, the selection of the final successful bidder will be decided by obtaining discount on already quoted amount in sealed envelope from such tenderers.
4. Clause 1 and 2 of Section-III of the Tender Document & Annex – F of the Tender Document Manpower and license Tenderers were informed about the requirement of deployment of 02 Skilled Labours having valid Lineman-MV license / permission for Domestic औरIndustrial Installation including equipment up to 650 volts (issued by State Govt. Licensing authority) with minimum one years of relevant work experience. Further, it was clarified that both workers must possess above mentioned license/ permission because of the requirement of shift-wise working of the workers [one worker - 6:00 am to 02:00 pm and another worker - 12:00 noon to 08:00 pm]
5. Clause 4(l) of Notice Inviting Tender Service Set-up The bidders were informed that they should either have a service set-up at Bhubaneswar or nearby city in Odisha/ neighboring states within approx. 500 km radius or should provide a declaration to set its service set-up at Bhubaneswar within 1 month of award of work.

(Document in support of the same is to be uploaded on the MSTC e-tendering portal).
6. Clause 10 of Section II of the Tender Document Insurance Clause/ Indemnity to employer Vendors were advised to take insurance/ covers/ policies as per the requirement of the tender in case of emerging as successful bidder.
7. Clause 8 of Notice Inviting Tender & Clauses 18 and 20 of Section-I of Tender Document EMD Vendors were advised to go through the relevant clauses as per which EMD of ₹16,020/- is to be submitted and that no tender will be accepted without EMD.

3. Further, bidders were advised to carefully undertake the bidding on the MSTC by following due diligence in the bidding process in MSTC Portal and ensure that they are registered on the MSTC Portal/ Website and are also allowed by the Bank to participate in the bid for the captioned tender. Bidders were asked to coordinate with MSTC Support Persons and Estate Department Officials if they face any issue while undertaking the bidding for the captioned e-Tender. Bidders were also advised to understand the scope of the work and to examine the work और site conditions by visiting the site of the work. It was also reiterated that non-submission of the Pre-Qualification documents may result in rejection of the participation of the bidder.

4. All the above-mentioned points were noted and agreed by the representative of the firms that:

  1. These minutes of pre-bid meeting shall form the part of Bid document/ Agreement.

  2. Rest of the terms and conditions, and specifications of the Bid document shall continue to remain same.

  3. The above clarifications are issued for the information for all the intending bidders.

  4. The submission of bid by the firm shall be construed to be in conformity to the Bid document and Amendments/ Clarifications given above.
