Minutes of the Pre-Bid Meeting - Radio Frequency IDentification (RFID) based Fixed Asset Management Solution (FAMS) for its various inventory items installed at Reserve Bank of India (RBI), Chennai’s Main Office Premises (MOP) and Residential Colonies located at Chennai

A ‘Pre-Bid Meeting’ for the captioned tender was conducted as per schedule at 11:00 Hrs on May 02, 2024 in Conference Hall - III, 3rd Floor, Reserve Bank of India, Chennai. The following staff members of RBI and intending bidders were present during the pre-bid meeting:

The following queries / proposals were raised by the above bidders during the pre-bid meeting. The clarifications given by the Bank are as follows:

1. Will Bank co-ordinator help vendor to identify the assets physically for RFID tagging and Reconciliation process to be carried out at beginning and later at every 6 months? Please refer to para 2.1 ‘Scanning of Assets (Physical Verification)’ at Annexure D: ‘Responsibilities and Deliverables for Services in Scope’ in the tender document.
2. Any specific format is there for a reconciliation report and certificate that we have to submit? In terms of para 2.2 ‘Reconciliation of scanned data with the latest Asset Master (System) List available with the Bank’ at Annexure D: ‘Responsibilities and Deliverables for Services in Scope’ in the tender document, the contractor needs to extract the scanned data from RFID reader into Excel/ CSV with data type for values as ‘General’ and not ‘Text’. However, specific format for reconciliation report and certificate would be shared only with the successful bidder.
3. Will Bank identify the items physically once before allocating work to the vendor to perform Initial tagging of fixed assets? In terms of para 1 of 1.1 ‘Supply and fixing of new Asset Tags’ at Annexure D: ‘Responsibilities and Deliverables for Services in Scope’ in the tender document, the Bank provides the location of the asset while placing the indent with the contractor.
4. Please provide the data fields to be incorporated in the RFID tags? Please refer to para 1.1 ‘Supply and fixing of new Asset Tags’ at Annexure D: ‘Responsibilities and Deliverables for Services in Scope’ in the tender document.
5. Printing of Internal Inventory number and inventory number data fields to be pasted in the form of a sticker would normally be larger than the RFID tag itself. Do we really need to paste it on tag or can we identify another location for the sticker? The provisions of para 2 of 1.1 ‘Supply and fixing of new Asset Tags’ at Annexure D: ‘Responsibilities and Deliverables for Services in Scope’ shall remain unchanged.
6. Regarding the future compatibility of RFID tags with Reader from other Vendors / brands the best the vendor can do is to provide you details of how we have stored data in the RFID tag. Will this suffice as there are no specific standards or protocols for configuration of RFID tags. The RFID tags provided by the contractor shall store the data fields in accordance with para 1 of 1.1 ‘Supply and fixing of new Asset Tags’ at Annexure D: ‘Responsibilities and Deliverables for Services in Scope’ in the tender document and they shall be compatible with the existing system.
7. If RFID tags are applied on the body surface of the asset and would be transferred physically along with the asset when transfer is done, then using the same tag is more beneficial as removing the tag would be a cost and a difficult task to perform since the tag has to be destroyed to remove. The provisions of para 1.2 ‘Replacement of Asset Tags’ at Annexure D: ‘Responsibilities and Deliverables for Services in Scope’ shall remain unchanged.
8. If there is any delay from the Bank Coordinator in providing responses to the vendor's query, would the vendor be given that much grace time to complete the task. The vendor shall adhere to the timelines mentioned for each activity at Section VII: Schedule of Quantities in the tender document except unforeseen situations like force majeure. However, genuine delay from the Bank’s end shall be considered.
9. Can we use a mix of High Frequency (HF) and /Ultra High Frequency (UHF) tags to bring down the cost of the project? No specific condition is mentioned in the tender document. However, the contractor shall comply with para 1 of 1.1 ‘Supply and fixing of new Asset Tags’ at Annexure D: ‘Responsibilities and Deliverables for Services in Scope’ and para 3.7.5 at Section III: Special Conditions of the Contract in the tender document.
10. Can we print data & barcode on the same sticker or separate stickers are
required?
The provisions of para 2 of 1.1 ‘Supply and fixing of new Asset Tags’ at Annexure D: ‘Responsibilities and Deliverables for Services in Scope’ shall remain unaltered.
11. How many locations are there other than the head office which we must visit for the task and any location which is more than 50 Kms from the head office of RBI Please refer to Annexure ‘F’ i.e., Details of addresses of RBI Chennai in the tender document. Further. all residential premises are within a radius of 15 km from the Main Office Premises.
12. Would it be Ok if we do match of our records and bank's master asset list by software and not by excel to perform it faster? The provisions of para 2.2 ‘Reconciliation of scanned data with the latest Asset Master (System) List available with the Bank’ at Annexure D: ‘Responsibilities and Deliverables for Services in Scope’ shall remain unaltered.
13. Is there any minimum reading distance (distance from where you wish to read the RFID tag) that the bank is looking at? No minimum reading distance to scan the RFID tag is mentioned in the tender document.
14. Would it be possible for the Bank to provide food & accommodation for vendor's team as it would have huge impact on the cost and time utilization factor of the project. Food and accommodation will not be provided by the Bank. In this regard, kindly refer to para 2.6.2 (i) at Section II: Instructions to Bidders in the tender document.

Note: Above amendments / clarifications are issued for the information for all intending bidders. Minutes of the pre-bid meeting shall form part of tender. All other parts of the tender document continue to remain unaltered. Submission of tenders shall be construed to be in conformity to the bid document and amendments/clarifications.
