Minutes of Pre-bid Meeting

The Reserve Bank of India (hereinafter referred to as “The Bank’’) intends to prepare a panel of reputed suppliers/vendors for undertaking supplies of a) Groceries b) Vegetables, Fruits, Non-Vegetarian items and Snacks (Daily Procurement items) c) Milk and Dairy Items to Officers’ Lounge and Dining Room (OLDR) of Reserve Bank of India, Gangtok Regional Office situated at Tseyang Djong Building, National Highway 10, Amdo Golai, Tadong, Gangtok, Sikkim-737102.

2. The estimated cost of supplies per annum for each category of products to be supplied is as under:

3. The validity of the empanelment of suppliers will be initially for a period of three years.

4. For the above empanelment, the tenderers should submit their proposal on the website of MSTC Ltd https://www.mstcecommerce.com/eprocn. All interested companies/firms/ proprietorship /agencies must register themselves with MSTC Ltd through the above- mentioned website to participate in the e-tendering process. The tenderers should submit their proposal, as per the instructions regarding E-tender, along with all supporting documents complete in all respects to satisfy the Bank about the eligibility as specified in Technical Bid of the tender document on or before 16:00 hrs of November 01, 2024. In case the said eligibility criteria are not fulfilled, the e- tender will be rejected. Tenderers shall submit tender proposal complete in all respect along with refundable Earnest Money Deposit (EMD) as mentioned in this tender.

5. The empanelment process would be done through the e-Tendering portal of MSTC Ltd.

6. The estimated cumulative cost of the work is ₹36 lakh (Rupees Thirty Six Lakh Only) (annually for all the categories combined). Tenderers shall submit e-tender proposal along with refundable EMD as mentioned in each category complete in all respect as per the prescribed format. However, at any time prior to the last date for receipt of tender, the Bank may, for any reason, whether on its own or in response to a clarification requested by a prospective tenderer, may modify the tender document by an amendment. The amendment so made will be notified in the Bank’s website https://www.rbi.org.in and in the e-Tendering portal of MSTC Ltd (www.mstcecommerce.com/eprocn) and shall be binding on the prospective tenderers. In order to provide the prospective tenderers with reasonable time to take the amendments if any, into account in preparing their bids, the Bank may at its discretion, extend the last date of submission of the tender.

7. The tenderer should regularly check the Bank’s website / MSTC-portal for any amendment / corrigendum / clarification regarding the e-tender. No e-tender can be modified subsequent to the last date of submission of the e-tender. No e-tender can be withdrawn in the time period between the last date for submission of tender and the expiry of the e-tender validity period as specified in the e-tender document. Withdrawal of the tender during the said interval shall result in forfeiture of the EMD submitted by the tenderer. The Technical Bid of the e-tender will be opened electronically on November 08, 2024 at 04.00 PM. In the event of the opening of Part-I (Technical Bid) being declared a Holiday, the same will be opened on next working day at 04:00 PM. Those qualified after the technical bid will be empaneled for three years. Empaneled vendors or registered vendors will be eligible to participate in subsequent closed tenders wherein Financial Bid will be asked in each category for contract of the work/ services for six months.

8. Tender document can be downloaded from website www.rbi.org.in. Any amendment(s) / corrigendum / clarifications with respect to this tender shall be uploaded on the Bank’s website https://www.rbi.org.in and in the e-Tendering portal of MSTC Ltd (www.mstcecommerce.com/eprocn). The tenderer should regularly check the above website for any Amendment / Corrigendum / Clarification and submit the bid after verification of the same.

9. Bank will empanel the vendors who completely satisfy in the requirements stated in Eligibility Criteria prescribed in this tender document.

10. The Bank will purchase products in various categories from the empaneled vendors on rotation basis, based on reasonability of the prices and satisfactory performance of the vendors.

11. The Bank is not bound to accept the tender and reserves the right to accept either in full or in part any tender.

12. The Bank reserves the right to reject any or all the applications without assigning any reason thereof.
