Corrigendum cum Minutes of the Pre-bid meeting - Annual Maintenance Contract (AMC) for Comprehensive Cleaning, Maintenance & Housekeeping Services for the Bank’s Main Office Building (MOB) at Dehradun

Name of work - Annual Maintenance Contract (AMC) for Comprehensive Cleaning, Maintenance & Housekeeping Services for the Bank’s Main Office Building (MOB) at Dehradun

In this context, it is notified that existing clause of the tender document has been modified as under:

Our estimated Cost of consumables has been derived at 15% of Total Cost of Labour per Annum excluding three components (viz; Bonus, EPF & ESIC) and it means cost towards supply of basic consumables required in the operation such as, chemicals, chlorine, alum, jaggery, waste, calico cloth, grease, petroleum jelly, insulation tape etc., machinery, tools, cost of new uniform twice in a year to the personnel engaged, safety shoes, cost of providing one set of matching raincoats in Monsoon, cost of providing one matching jacket in Winters, safety shoes, cost towards taking insurance policies, transportation costs, lifting of debris, & all other incidental costs etc…..
Important Note:

2. Moreover, an offline pre-bid meeting (for the said tender) was conducted on October 09, from 02:00 to 03:00 PM in the Bank’s Dehradun Office Premises.

iii. Minutes of the meeting are as under:

1 With reference to para 1.1.1 (c) of the tender document, it was asked that if the work order/client certificate received by a firm/company mentions only the total amount of the contract i.e. in the certificate received by them in works like IFMS, if the work order/client certificate mentions the combined amount of all the works without bifurcating them separately, then in such a situation whether the bank will consider them separately for arriving at the eligibility criteria of 40%, 50% and 80%. In this regard, it was clarified that on receipt of such documents by the Bank, evaluation shall be done in accordance with para 3.12 of Section VI of the tender document.
2. With reference to the directions given on Note 3(d) of Para 4 of Section III of the tender document, whether the successful bidder will have to make arrangements for the removal of garbage, debris, etc., on its own In this regard, it was advised that bidders should strictly comply the instructions contained in Section III and Section VI Para 3.3.2(v) of the tender document.
3. With reference to the directions given on Note 3(h) of Para 4 of Section III of the tender document, whether the successful bidder will have to make arrangements for disposal of garbage, debris etc., In this regard, it was clarified that the bidders may revisit the instructions given in Section III, VI and X of the tender document which are self-explanatory.
4. What is the percentage of cost of consumables in the estimated cost of the tender i.e. 15% as mentioned in para 3.3.2 of section VI or 3% as per the estimated cost calculation and also in the financial bid. In this regard, it was clarified that the cost of the consumables for cost estimation has been considered as 3% of total cost of labour (excluding Bonus, EPF & ESIC) as detailed in Annexure VIII at page 64 of the tender document as well as detailed in the instructions contained in Part-II-financial Bid (page 66 & 67 of tender document)
Further, other instructions in this regard at Para 3.3.2 of section VI of the tender document shall be adhered to.
5. Explain the meaning of the 15% paragraph mentioned by the bank in respect of Profit, overheads & service charge and indicate whether the amount mentioned in Profit, overheads & service charge will always remain fixed for the successful bidder In this regard, it was clarified that bidders may refer to the instructions given in Section VI Para 3.3.2 (v), 3.29 and Part II – Financial Bid of the tender document in which the related instructions are self-explanatory.
6. What information needs to be filled in Annexure V of the tender document? In this regard, it was clarified that bidders would have to fill the information as per latest Minimum Wages Circular, as applicable.
7. If there is any change in minimum wages before the bid closing date, will the bid be made at the revised rates or at the old rates. In this regard, it was clarified that bidders should refer to para 3.17 of Section VI of the tender document and submit their bids accordingly, the subject matter of which is self-explanatory.
8. What will be the educational qualification of the supervisor? In this regard, it was clarified that bidders may revisit Section III of the tender document, the subject matter of which is self-explanatory.
9. What will be the working hours of the workers?
In this regard, it was clarified that bidders may revisit Section III of the tender document, the subject matter of which is self-explanatory.
10. Contractor's All Risk Policy for the full Contract Value described in Para 3.18 of Section VI of the tender document be converted into a Public Liability Policy In this regard, it was clarified that bidders should submit their bid keeping in view the instructions contained in para 3.18 of Section VI of the tender document and if successful, submit the desired documents accordingly within the stipulated time frame.
11. How old can bank solvency be deposited? In this regard, it was clarified that the bank solvency should not be more than 06 months old from the date of tender submission.

Note:

a. The representatives of the interested company / firm participating in the meeting were informed that any change in the terms and conditions of the tender will not be accepted by the Bank and they will have to strictly follow the specifications given for the said work.

b. This document shall form an integral part of the e-tender, all other parts of the e-tender shall remain unchanged, and the bid submission shall be deemed to be in conformity with the tender document and amendments/clarifications (if any).
