E-tender No.: RBI/Chandigarh Regional Office/HRMD/2/25-26/ET/269 As per schedule of the e-tender, the pre-bid meeting was held on July 28, 2025 in Main Office Building, RBI, Chandigarh. The details of the participants are given in Annex. 2. In the meeting, representatives of the firms were informed about the corrigendum issued for the tender and the following queries were sought by the representatives of the firms: | S. Para 4 of ‘Important instructions regarding e-tender’ | To encourage Micro and Small Enterprises (MSEs), the Bank exempt MSEs from submission of EMD in all procurements (goods, services and works contract) having an estimated cost of up to ₹10.00 Lakh only (including all taxes, duties, etc.). Since the estimated cost of this e-tender is more than ₹10.00 Lakh, hence, all bidders are required to submit EMD.
Any transaction fee if charged by MSTC is as per their rules. Fees charged by MSTC will not be refunded by the Bank in any case. For further information on the same, the interested firms may contact representatives of MSTC. (Details of the representatives are provided in the tender document) | | (b) | What are the working hours for the audit team? | Para A (7) of ‘Annex-C: Information for bidders’ | The audit team has to observe working hours of the office, i.e., from 09:15 AM to 05:30 PM. However, the team should be in readiness to render service for additional hours and / Saturdays, Sundays other holidays whenever called upon to do so, on account of office exigency/ies. | | (c) | Which documents are needed to determine past experience of firm in bank audits? | Form 5: Details of the Experience of the Firm in Banks / RBI Audits | Bidders are required to upload appointment letter / letter of award of work / experience certificate issued by banks. | | (d) | Whether ‘Forensic Accounting and Fraud Detection’ qualification of the Auditors will have added advantage in technical evaluation? | S. No. 10 of Annex-1: Criteria for Technical Bid Evaluation | Additional qualifications eligible for points are mentioned in S. No. 10 of Annex-1: Criteria for Technical Bid Evaluation. Also, one Full Time CA Partner will be awarded point only for one qualification. | | (e) | Can successful bidder submit FDR instead of Bank Guarantee? | Para A (6) of ‘Annex-C: Information for bidders’ | No. Successful bidder must submit Performance Bank Guarantee (@ 5% of the contract value) in prescribed format (given in the tender document) / or amount equivalent to PBG through online mode (NEFT). | 3. Firms were also apprised that they should try to upload the tender documents well before the last date of bidding to avoid any last-minute errors in MSTC portal. The firms were also informed that the EMD of all bidders other than successful bidder would be returned on award of contract to the successful bidder. The firms were also cautioned that the Financial Bid amount should be exclusive of GST and any quote below the minimum bid specified (i.e. ₹88,000 monthly) would be disqualified. 4. Please Note: (i) This document (minutes of the Pre-Bid Meeting) shall form a part of the tender. (ii) Rest of the terms and conditions and specifications of the bid document shall continue to remain the same. (iii) The above clarifications are issued for the information of all the intending bidders.
