Confirming to the schedule mentioned in the Notice Inviting e-Tender uploaded in the MSTC portal and RBI website, pre-bid meeting for the captioned e-tender was held on January 12, 2026, at 11:00 hrs in the Bank premises. The details of the participants are listed below:

The meeting was chaired by Shri G Venkatesh, Deputy General Manager, HRMD-CES. Shri A Arun Prabhakar, Assistant General Manager, HRMD-CES initiated the proceedings of the meeting by welcoming the participants and Officials of HRMD-CES. The participants were apprised of various aspects of the e-Tender.

With the permission of the Chair, queries were invited from the participants.

The queries put forth by the participants and clarifications provided by Officials of the Bank are tabulated below for information:

1. Should the quoted discount be inclusive of all costs including delivery charges? The bidder(s) shall have to bear all the expenses related to packaging, carting, transportation, delivery etc. in connection with supply/door-step delivery to any place (located within the State of Tamil Nadu and Union Territory of Puducherry) as specified by the Bank in credit slip. The Bank will only pay the labelled MRP minus discount allowed thereon.

2. What is the expected number of credit slips issued per month? The average number of credit slips issued in a month is expected to be around 500.

3. If more than one Supplier is selected, how will be the work divided between them? In the event of selection of more than one Supplier, work will be allocated dispensary-wise. The Bank reserves the right to allocate and reallocate the new and existing dispensaries during the currency of the contract to ensure that work is divided in a 60:40 ratio.

4. If work is awarded to more than one Supplier, will the Performance Bank Guarantee (PBG) be split proportionately? Yes.
5. How will the Credit Slips be forwarded to the Supplier? Credit slips will be generated electronically and forwarded to the Supplier by e-mail.
6. Is proof of receipt required in case of delivery by courier? Delivery report of the courier service provider shall serve as proof of receipt.

7. At what frequency can invoices be submitted for supplies under credit slips? For deliveries made against credit slips, bills may be presented for processing of payment on a monthly basis.

8. What details must be included in invoices for doorstep delivery of medicines? Invoices for doorstep delivery should contain the Credit Slip number and other details specified in para 7 (b) of Chapter VI of the Tender Document.
9. What is the specified delivery timeline? Please refer to para 6 (a) of Chapter VI of the Tender Document.
10. Does failure to meet delivery timelines result in penalties? No. However, the Supplier(s) shall make all earnest efforts to deliver the medicines in full as per the specified timelines. In the event of any report of unsatisfactory performance by the Supplier(s), the contract is liable to be terminated with due notice.

11. Can alternative medicines be supplied if the prescribed medicines are not available? Exact medicines prescribed in the credit slips and periodical indents should be supplied and alternative medicine, if any may be supplied only with the prior approval of the Bank’s Medical Consultant.
