Minutes of the Pre bid meeting - Transportation of Treasure Boxes containing Notes/Gold/Coins and Coin Bags from/to RBI, Mumbai

In terms of Para e of Section-I of the tender document of the captioned tender, a Pre-bid meeting was held on March 14, 2019 at 3:00 P.M. at Reserve Bank of India, Issue Department Conference Room, Ground Floor, Fort, Mumbai - 400 001. Representatives from three (3) firms attended the said meeting.

2. The queries raised by the representatives of the participating firms, vis-à-vis our clarifications in regard thereto were as under:

1) It has been stated in the tender document that the vehicles supplied by the contractor shall be less than 10 years old and must be roadworthy and in good condition whereas the vehicle should be less than 8 years old for entering into the municipal corporation of metro cities. Sl. No. (xiii) under ‘Duties of the Contractor’ in Section III states that “the vehicles supplied by the contractor shall be less than 10 years old and must be roadworthy and in good condition”. It has been stated under “Compliance with Statutes” in Section III of the tender document that “The contractor shall abide by all relevant laws in force in the country and state(s) concerned. The contractor shall indemnify the Bank from all types of legal implications due to any negligence on their part and for which the Bank is not responsible”.

iv. The contractor shall abide by the provisions of the Motor Vehicle Acts and the rules of the States in force in the States concerned”.
2) Whether Performance Bank Guarantee (PBG) can be issued by any Co-operative bank Annexure II – Proforma of Bank Guarantee for Performance Security Deposit. It was clearly advised to the tenderers that winning bidder will have to submit Performance Bank Guarantee (PBG) in favor of Reserve Bank of India issued by a Scheduled Commercial Bank.
3) Whether National Permit for the trucks/container is a mandatory condition of the tender. SI. No. (4) of Section VI of the tender document. Tenderers were told that this is a mandatory condition of the tender.
