TO CREATE A VISUAL IDENTITY AND UNIFORM AESTHETIC CONSISTANT WITH ITS IMAGE
The Reserve Bank of India (the Bank) is the Central Bank of the country with 26 Offices and 100 residential premises across India constructed mostly in the 60s and 70s. The Bank has now embarked on refurbishment, structural rehabilitation and modernization of its office buildings, guest houses, residential premises and its Banking Hall where public dealings take place.
While carrying out such renovation, the Bank desires to create a visual identity and uniform aesthetic consistent with its image. To carry out its objective, the Bank desires to empanel well established Architects/Design firms who have proven experience of providing similar services to public or private sector organizations.
Guidelines for submission of “Expression of Interest” (EOI) along with detailed terms and conditions can be obtained from the Tenders Section of the Bank’s website www.rbi.org.in Applications should be submitted along with the details in respect of annual turnover, company profile and projects undertaken. The last date for submission of EOI is 26th June 2008. Mere submission of EOI or fulfilling the criteria does not give a right to short listing. The Bank reserves the right to select any or reject any or all of the applications received.

This is an expression of interest for submission for shortlisting architect / design firms. The short-listed firms will then compete for submission of detailed design concepts to create a visual identity across RBI offices and residential premises. Reserve Bank of India has Offices across the country in 26 cities (mostly State capitals) and has residential premises and guest houses in most of these cities. The premises in these cities are landmark structures and are, internally, at various stages of upgradation / modernization. Generally, the average size of each Office is around 2,50,000 Sq.ft. and it has a large Banking Hall, frequented by the public and other areas where various functional departments are housed. The residential premises are of various types involving different categories of Officers and staff. The guest houses are intended for visiting officer as also RBI staff on holidays and private visits.
1. Consultancy Service Requirements
The Bank desires to empanel the services of reputed, well established professional firm/s for various aspects of modern office / work-space / residential space to prepare design concepts that can be used to create a uniform aesthetic across the country. Some of the areas which the Bank wishes to address are as under :
(a) Offices and branches:
- Exterior signage and positioning of banners / boards / wayfinders
- Detailed specifications of internal and external finishes
- Development of guidelines for RD's office, Banking Hall, functional departments, conference/ media room/ cafetaria etc. in respect of :
(i) Space allocation/utilization and ergonomics.
(ii) Lighting quality and design
(iii) Fire Safety
(iv) Energy consumption
- Detailed design and specifications of modular furniture/fittings and fixtures.
The shortlisted architect/design firm will be expected to provide complete set of detailed tender documents (including drawings and detailed specifications) sufficient to invite bids from executing agencies and contractors and advice/assist the Bank in scrutinizing the same.
(b) Residential premises:
- Exterior signage and positioning of banners / boards / way finders,
- Development of guidelines for:
(i) Space allocation/utilisation and ergonomics.
(ii) Lighting quality and design.
(iii) Fire safety
(iv) Energy consumption
for residences, play and recreation areas, club house, facilities such as medical, security, maintenance etc.
- Design or provide detailed specs of street furniture, lights, fittings and fixtures for residences
- Guidelines for play and recreation areas, club house
- Guidelines for landscaping
- Detailed specifications of external and internal finishes
- Guidelines for guest houses for visiting officers' temporary stay and holiday homes.
The short`listed architect/design firm will be expected to provide complete set of detailed tender documents (including drawings and detailed specifications) sufficient to invite bids from executing agencies and contractors and advice/assist the Bank in scrutinizing the same.
2. Eligibililty Criteria
Applications for empanelment in form of “expression of interest (EOI)” are hereby invited from professional consultant firms fulfilling the eligibility conditions set out below for their empanelment.

Minimum annual billing towards professional fee in respect of consultancy services shall be not less than Rs. 40 lakh. |
3. Submission of “EOI”
(a) The following documents are required to be submitted along with the EOI:
i. Submission of design methodology intended to be adopted to fulfill the mandate with explanation of how the design relates to the RBI image. Three sheets, in at least A3 size, one each for graphic representation of the design concepts for office layout, residences and guest houses may be furnished along with the design methodology proposed.
ii. Audited financial accounts of last three years
iii. List of key consultancy works carried out in last three years and the contact persons in the customer organizations along with their contact particulars
iv. Annual billing of consultancy works during last three years, certified by the statutory auditors
v. Copy of registration / incorporation certificate of the firm
vi. Present team of partners/consultants with their brief CVs.
(b) All costs and expenses associated with submission of EOI shall be borne by the applicants submitting the EOI. The applicants may also have to make a presentation to the Bank at their own cost. The Bank shall have no liability in any manner in this regard or if it decides to terminate the process of short-listing for any reason whatsoever.
(c) A pre-EOI conference will be held at Reserve Bank of India, Central Office, Mumbai on June 19, 2008 at 3.00 P.M. to answer any queries that the potential applicants may have.To participate in the said conference Shri S. (d) The EOI may be sent in a sealed cover marked “EOI for Standardized Visual Identity of Bank’s Office / Residential Premises” and addressed to Shri Vijay Chugh, Chief General Manager, Premises Department, Reserve Bank of India, Central Office, Shaheed Bhagat Singh Marg, Mumbai – 400001 and be delivered at his Office in person or by Courier so as to reach him on or before June 26, 2008 prior to 3.30 p.m.
(e) The right to suspend the empanelment process or part of the process, to accept or reject any or all EOIs at any stage of the process and / or to modify the process or any part thereof at any time without assigning any reason therefore is reserved by the Bank without any obligation or liability whatsoever.
(f) Once shortlisted the award of contracts will be in two stages – the first will be for submission of conceptual design scheme for RBI offices, residences and guest houses separately. Services covered will be till the stage of completion of services provided at 1 (a) & (b) and will conclude with the assistance provided for short-listing of contractors. The second stage will be for design supervision and adaptation of the same to specific sites.
