Minutes of Pre-Bid Meeting - Design, Supply, Installation, Testing and Commissioning (DSITC) of Grid Interactive SPV based 60 KWp Solar Power Plant (SPP) for RBI at Godavari hostel, RBI Archives and RBI Officers Quarters at Parijat, Ashiyana and Gulmohar in Pune

The captioned meeting was held on September 20, 2023 at 11.00 am in College of Agricultural Banking, Pune. The meeting was chaired by Smt. Anjali Karyekar, AGM.

3. At the outset, the Chairman welcomed the participants and advised them to put forth their doubts / queries, if any. The various aspects of the tender and the Bank’s requirements were explained to the representatives and they were also advised to register their Company/ Individual/ Firm/ Contractor on the MSTC Portal - Version 3 in order to bid for the tender.

4. Queries raised during the meeting and clarifications provided are as follows:

1. What is the Validity of quotation/tender? Tender will remain valid for acceptance by the Bank for 90days from the date of opening of Part I of the tender
2. What is the penalty for reduced energy generation? Please refer page no. 20 of tender document regarding Penalty for Reduced Generation
3. Whether FRLS graded cable is mandatory for DC connection? FRLS cable is to be used as per tender specifications.
4. Whether Aluminium make cable can be used for AC connection? No. Only Copper cable to be used for AC connection.
5. Total no. of meters required for the project 5 generation meters and 3 net meters for colonies required. One net meter in CAB campus may be upgraded if required.
6. Copy of Bills may be shared for sanctioned load and phase information. Yes. Bills copy will be shared. All the meters will be 3 phase, 415V, 50Hz.
  Whether the Inverter capacity should be same as the plant capacity? Yes. It must be same.
7. What is frequency of Cleaning the PV panels? Whether maintaining the pressure of water for cleaning is under the scope of vendor? Periodic cleaning of the solar panels considering the ambient conditions of the site once in a month during DLP and CAMC. Water connection at the same floor at one point shall be provided by Bank. Suitable arrangement must be done by the vendor for pressure pump to maintain water pressure for cleaning.
8. Whether MSEDCL Liasoning for all 5 sites is under the scope of bidder? Yes. It is under the scope of vendor only.
9. Whether RCCB is mandatory ? Yes. It is mandatory.
10. Whether UPVC/PVS pipe can be used instead of prefabricated GI cable trays? GI cable tray as per tender specifications shall be used.
11. Whether foundation for the SPV structure is required? Yes. It is a must and under the scope of vendor.
12. What is the Stamp paper value required for various annexures? Stamp paper value of Rs. 500/- is required.
13. Whether Factory tests are required for Inverter also ? Yes. It is required for Inverter also.

PV Panels testing will be done at factory.
14. Whether work Completion time excludes statutory requirements? Work to be completed within 90 days from the 14th day of work order. Work completion time excludes statutory requirements.
15. How will total owning cost be calculated? Please refer page no. 119 for Total owning cost.
16. Whether approved makes (DCR/NON DCR) for PV panels can be included in tender? DCR SPV Panels shall be used as per tender specifications
17. Whether POWER CONDITIONING UNITS (PCUs) are centralised or string? PCUs are string type as all the 05 sites are at different locations.
18. Origin of manufacturing country to be specified? Yes it is to be specified as per details in tender.
19. Whether FDR against PBG is applicable? No. FDR is not acceptable. Only PBG to be furnished. Please refer Page no. 22 of tender document for PBG.
20. Whether EMD exemption is there for MSME? Not applicable for this work.

5. The bidders are requested to submit the bid after considering the clarifications given in the above minutes. (A duly signed /stamped copy of this Minutes of Meeting should be uploaded). All vendors are advised to do a site visit to acquaint themselves with the security requirements while working in RBI Premise. The Bidders were advised not to submit the Price Bid along with PART I, otherwise, tender will be rejected. It was reiterated that this is supplementary to the tender document and will form part of the tender. In case there is any conflict between the tender document and the corrigendum, the latter shall prevail.

6. Rest of the terms, conditions and specifications of the bid document shall continue to remain same. Submission of bids shall be construed to be in conformity to the bid document and clarifications. The Bank will not be bound to entertain any further query/clarification from any bidder/contractor in future.
