Corrigendum cum Minutes of the Pre-Bid Meeting - Integrated Facility Management Services (IFMS) at Bank’s Main Office Building, Residential Colonies and leased flats of RBI Patna, Bihar

Extension of Last Date of Submission

The captioned tender was published on January 04, 2024 through Press Notice and RBI website (www.rbi.org.in). In this connection, a ‘Pre-Bid Meeting’ for the captioned tender was conducted as per schedule at 12:00 Noon on January 24, 2024 in ‘Gyanshila Kaksha’ Ground Floor, Reserve Bank of India, Patna. In this regard, a Corrigendum cum Minutes of the Meeting is issued as per below details.

iii) List of questions discussed in the meeting and clarifications/comments thereof given by the Bank:

1. Is there any ceiling defined for service charge in tender document? It was clarified that, minimum service charge / profit percentage is stipulated, whereas no ceiling for service charge / profit margin is mentioned in the tender document. Tenderer may choose any profit percentage / service charge in the bidding.

Further, it was reiterated that, since the tender is based on QCBS model, L1 bidder will be decided as per procedure mentioned in Section IX of the tender document.
2. Number of working days are not uniform for each employee i.e. in some cases total number of days are 312 and whereas in some cases these are 365 days.

2. Whether the provision for leave reserve has been made or not.
It was clarified as under: -

a) Number of days for Main Office Premises is less than that for colonies considering weekly holidays for Bank’s main office premises.

b) Minimum Wages will be calculated as per extant wages published by Ministry of Labour & Employment.
3. As per tender document, EMD amount to be submitted through NEFT only. Whether other modes of payment i.e. Cheque, Demand Draft, etc. may be accepted for submission of EMD? It was clarified that EMD will be accepted only through medium stipulated in the Tender.
4. Written Queries –

The number of Supervisor (Technically Qualified) is grossly underestimated. There is no provision for leave reserve, exigencies and unforeseen situations. For example, the load on one supervisor in the Bank will be too big to negotiate. Similarly, the requirement of engineers (diploma/degree) does not fit into the scheme of things i.e. Housekeeping, Gardening, etc.


a) The tender has been prepared taking into consideration the requirement of manpower for the works for the premises mentioned in the Tender.

b) Section II of the tender document may please be referred for the estimated workforce, working timing and the role of supervisors.

c) Further, the Bank reserve the right to seek additional manpower or reduce the workforce as indicated in the Tender, whenever necessary.
5. Under serial no. 1.1.1 of tender document, similar nature of services are not defined. Kindly elucidate the similar nature of services. Similar nature of works suggests the provision of bouquet of services viz. Plumbing/Sanitary, Carpentry & Fabrication, Electrical Work, Gardening/Horticulture including Vertical Gardens, Maintenance & Housekeeping, etc. as an integrated facility to a single client.
6. It is requested that bidder`s experience may be reduced from five years to three years. Tenderers are requested to adhere to the terms and conditions mentioned in the tender document. Minimum experience required to participate in tender may not be reduced from five years to three years.
7. There should be clause wherein bidders not attending the pre-bid meeting shall not be allowed to participate. The same may not be considered as attending the Pre-bid meeting is not a mandatory condition for the participation.

Corrigendum

In the para 1 of Notice for Inviting Tender (NIT) (page 1) the period of contract may please be read as April 01, 2024 to March 31, 2025 instead of December 01, 2023 to March 31, 2024.

a) These minutes of pre-bid meeting shall form the part of bid document / Agreement.

b) Rest of the Terms and condition and specifications of bid document shall continue to remain same.

c) The above amendments / clarifications are issued for the information for all the intending bidders.

d) The submission of application by the firm shall be construed to be in conformity to the bid document and amendments / clarifications given above.
