Minutes of Pre-Bid Meeting - Annual Maintenance Contract (AMC) for Radio Frequency Identification (RFID) based Fixed Asset Management Solutions (FAMS) at Reserve Bank of India’s Office and Residential Premises at Mumbai

The Pre-Bid meeting for the captioned tender was conducted on November 12, 2024 at 11.30 A.M at Estate office, MRO. Two firms had participated in the meeting.

2. Bank’s clarifications regarding queries raised by the vendor/s and the list of participants are provided in the annexure.

3. Additionally, it is informed that EMD amount of ₹17,000/- should be submitted for this tender before 2.00 PM, November 20, 2024.

4. i) These minutes of pre-bid meeting shall form a part of the tender. Hence, it shall be signed and uploaded on MSTC along with the tender by the tenderers.

ii) Rest of the terms and conditions & specifications of the tender document shall continue to remain the same.

iii) Submission of bid by the firm shall be construed to be in conformity to the bid document and minutes of the pre-bid meeting.

1 Vendor requested for detailed specifications of the RFID tags.
Type of tags Description
Soft tags : paper tags Soft tags are used for non-electronic non-metallic assets e.g. wooden or plastic assets like cabinets, workstations, chairs, tables, sofa, wall clock etc.
Hard tags : Metal tags Hard tags are used for non-electronic metallic assets e.g. cupboards, fully metallic tables, chimneys etc.
Asset tags : Acrylic tags Acrylic tags are used for electronic assets e.g. vending machines, air conditioners, televisions, refrigerators etc.

Further, detailed specifications / requirement of the Bank is given in Annexure D: Responsibilities and Deliverables for Services in Scope of Tender document. Vendor shall have to carry out the work accordingly.
2 Vendor requested for breakup of assets by category and location, and the breakup of property by residential and commercial/office. Please refer to Annexure E, Details of Properties managed by Mumbai Regional Office of tender document. Properties mentioned at Sr no. 1-7 therein are office properties and properties mentioned at Sr no. 8-28 are residential properties. The details regarding location wise assets will be provided to vendors by email.
3 Vendor requested for clarification on validity period of the tender. Please refer to Section II: Instructions to Bidders clause 4.9.

Period of Validity of Bids: Bids shall remain valid for acceptance by RBI for a period of 90 days. This period will be further mutually extended, if required.
4 Vendor requested for clarification on whether the Bank will conduct a physical verification of the assets prior to assigning the initial asset tagging work. No. Physical verification and reconciliation exercise was carried out by the previous vendor for HY ending September 30, 2024. The report submitted by previous vendor will be provided to vendor for reference before initiation of half-yearly exercise for HY ending December 2024.
5 Vendor requested for clarification on encoding format currently used in existing RFID tags. Detailed specifications / requirement of the Bank is given in Annexure D: Responsibilities and Deliverables for Services in Scope of Tender document. Vendor shall have to carry out the work accordingly.
6 Vendor requested for a Bank coordinator to assist the vendor in locating and identifying assets for the RFID tagging and reconciliation process. No. However, Bank will provide necessary assistance to the vendor team to identify physical location/ place of assets as and when required.
7 Vendor requested whether the Bank will be able to provide meal and accommodation to their employees during the project. No.
8 If there is any delay in responses from the Bank coordinator to the vendor’s queries, will the vendor receive an extension for task completion? The requests received from vendors for extension of time may be considered by the Bank based on the reasons for such delays on case-to-case basis.
